Supervisor, Airport Ground Transportation Services, Landside Operations

Under the supervision of the Assistant Manager, Landside Operations & Customer Service, the Supervisor, Airport Transportation Services will have primary responsibility for overseeing LaGuardia Airport's (LGA) ground transportation programs.  
Responsibilities include, but are not limited to:
Contract administrator for:  

  • Taxi Dispatch contract
  • Ground Transportation Management (Taxi Dispatch) System contract   
  • Pedestrian Traffic Management (PTM contract)  

Contract administration responsibilities include, but are not limited to:  

  • Develop and manage the Taxi Dispatch, PTM, and Ground Transportation Management System programs at the facility level  
  • Assist in the development of taxi dispatch and other ground transportation-related contractual requirements  
  • Participate in contractor selection processes  
  • Plan, budget and track current and future contractor staffing requirements  
  • Process invoices, maintain contract expenditures within budget and authorization limits  
  • Prepare monthly budget variance and accrual reports and assist in the budget preparation  
  • Manage ground transportation operations and communications at LGA, including operational changes, irregular operations, staging and pickup area relocations, and service enhancements
  • Act as airport coordinator for installation of taxi and for-hire-vehicle related technology
  • Serve as airport liaison to Uber, Lyft, and other commercial entities in the for-hire-vehicle (FHV) community
  • Represent LGA’s ground transportation interests to airport stakeholders, ground transportation agencies and industry groups, including terminal operators, NYC Taxi & Limousine Commission, Black Car Fund, Independent Drivers Guild, NY Taxi Workers Alliance, and others
  • Act as airport liaison to the LGA rental car operator community
  • Act as airport liaison to the LGA Hotel operators in close proximity to LGA
  • Work with Supervisor, Airport Customer Experience to ensure ground transportation information is accurately presented on LGA airport website  
  • Work with Supervisor, Airport Customer Experience on recognition events for taxi and for-hire-vehicle driver  
  • Work with Landside Operations construction staff on construction bulletins impacting ground transportation services at LGA
  • Work in partnership with ground transportation management at central office and JFK to Aviation Departmental goals
  • Be available to occasionally respond to the airport on a 24/7 basis to ensure delivery of ground transportation services and during snow events and airport/aircraft emergencies 


Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor’s degree from an accredited college or university.  Candidates without a bachelor’s degree who have extensive experience in airport transportation will be considered.  Qualification criteria to be considered in lieu of a bachelor’s degree include an associate degree in business administration, finance, hotel management, or a related field or a commensurate amount of experience in passenger transportation, customer service/experience and/or the hospitality industry will also be considered.  
  • Experience using PeopleSoft and SAP or other (payroll/payment processing system) where you have utilized it to generate or manipulate reports  
  • Demonstrated experience tracking and managing expense budget performance using SAP/AVM and/or Budget-Pro applications  
  • Proficiency in the use of various office computer programs, such as Microsoft Excel, Outlook, Word, and PowerPoint  
  • Valid driver’s license

  • Demonstrated ability to prioritize and handle multiple assignments and deliver them accurately and on a timely basis with minimal supervision  
  • Strong oral, writing and presentation skills with all levels of internal and external stakeholders  
  • Detailed planning, time-management, and analytical skills  
  • Demonstrated experience in decision making, problem solving and conflict resolution  
  • Familiarity with airport facility operations, especially those related to landside services and taxi and for-hire-vehicle (FHV) operations
  • Experience supervising staff and managing staff performance
  • Knowledge of Port Authority contract authorization process  
  • Experience administering and managing large service contracts
  • Demonstrated experience in and knowledge of Port Authority procurement policies and procedures.
