Benefits System Representative

Responsibilities

The Human Resources Department is looking for a Benefits System Representative to join the Total Rewards team. In this role, the incumbent will support several key functions in Employee Benefits, which include but are not limited to: supporting the entry and update of benefits election data for the agency via PeopleSoft for employees and retirees; providing quality customer service to employees and retirees when resolving benefits inquiries; ensuring benefits compliance for plans and contracts with a focus on Medicare benefits and the partnerships with the third party vendors such as HealthEquity and Allsup; and supporting the administration of critical programs such as, open enrollment, new hire orientation, and the retirement process.

This is a long term, contract position eligible for benefits.

We administer the Port Authority/PATH’s benefits programs for our active and retired population and their eligible dependents, while providing them support for all benefits related questions including healthcare, retirement, disability, and Medicare. Employee Benefits is responsible for plan enrollment, monitoring eligibility, researching, and analyzing benefits plans, programs & policies and making recommendations to ensure our benefits remain competitive and in-line with industry standards. We also monitor government regulations, legislation, and benefits trends to ensure our plans are in line with guidelines. This group maintains a focus on process optimization and continuous improvement to ensure a high level of customer service.

Reporting to the Senior Benefits Executive, the Benefits System Representative’s responsibilities include but are not limited to:

Technical:

• Make benefits election entry in PeopleSoft as part of New Hires processing, Retirements, Open Enrollments, and during Qualifying Life Events.
• Run eligibility files, perform data validations, and transmit files to various vendors via secure FTP process or file upload via secure portal, per established frequency, and reconcile of add, term and error reports. Handle any other data exchange requests or processes between the agency and vendors.
• Maintain data integrity in PeopleSoft at all times through timely and accurate processing of various benefits events including but not limited to On-Demand Event Maintenance, Promotions, Transfers, Miscellaneous events, etc.
• Perform User-Acceptance Testing of the system for all PeopleSoft Benefits projects including Disaster Recovery, Tools Upgrade, new and ongoing vendor eligibility files, testing set-ups resulting from introducing new Benefit Plans and Programs, etc.
• Conduct data auditing and support with internal and external audits, data requests, etc. Handle with all aspects of PeopleSoft processing that results from other transactions such as promotions, transfers, passive events, age 26 year-end process, etc.
• Handle invoicing, and conduct data auditing on an ongoing basis.

Program Management:

• Support contract management for HealthEquity, specifically as it relates to Medicare B reimbursement program. Create educational webinars/material on Medicare benefits for all employees.
• Project manage and play a key role in new hire orientation process, including conducting sessions and ensuring all materials maintain current.
• Lead special projects, as needed.

Customer Service:

• Handling benefits inquiries from our active and retired population that consists of claims processing, Medicare and changes to dependents status.
• Manage annual Medicare mailing to newly eligible retiree population to ensure members
• are enrolled in the correct plan.
• Manage and coordinate mailing through Allsup for effected population.

Analysis and Reporting:

• Lead analysis and audits of Medicare B Reimbursement Program and initiate corrective actions with vendor when required.
• Audit, document, and catalog departmental business processes and procedures.

Administration:

• Process monthly vendor invoices for HealthEquity and ensure budget for contract is on track.
• Support with various contract renewals when needed.
• Make data entries on carrier’s site for enrollments, disenrollments, and any other tasks when need arises.

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

• Bachelor’s Degree in Human Resources or a related field or 3 years equivalent experience.
• Minimum of 1 year experience in a fast-paced customer service environment that responded to a high volume of customer inquiries in a timely manner.
• Experience in PeopleSoft Benefits Administration module or another HRIS benefits module.

• Experience with self-insured and collective bargaining plans with a working knowledge of benefit plans and terminology.
• Strong analytical, statistical, critical thinking and problem-solving skills.
• Well-developed project and process management skills.
• Strong organizational skills with attention to detail.
• Proficient knowledge of Microsoft Office Suite skills with advanced skills in MS Excel.
• Ability to communicate effectively and develop positive working relationships with both internal and external partners and customers.
• Experience using PeopleSoft.
• Knowledge of relevant federal and state laws and regulations.
• CEBS designation.
• PHR designation.
