Responsibilities
This position is responsible for the management and maintenance of critical security systems and programs to support and enforce airport and tenant compliance with TSA security regulations. The position manages and monitors service and security system contracts, including but not limited to: Unarmed Guard Service Contract, Perimeter Intrusion Detection System (PIDS), Closed Circuit Television (CCTV) surveillance systems, and other contracts as required. This position also works with airport employees, tenants and the TSA to identify and correct non-compliant security conditions. The incumbent will serve as an alternate Airport Security Coordinator (ASC) as directed. Must be able to work additional hours, weekend and evening hours, and rotating shifts/hours as circumstances may dictate, including response to the airport during security and/or weather emergencies. Any changes to the day-to-day operations related to the job responsibilities listed below are subject to Airport Security Manager (ASM) or his/her designee’s review and approval. Must be able to work occasional overtime hours, weekend and evening hours, and rotating shifts as circumstances may dictate, including response to the airport during security and/or weather emergencies.
This position is one of high trust and is responsible for confidential and sensitive security information. The incumbent must obtain and maintain a Security Identification Display Area (SIDA) Card and airfield driving privileges after hiring and may be required to obtain TSA secret security clearance.
Access Control and Surveillance:
Ensure the airport's computerized security access control system, Perimeter Intrusion Detection System, and Closed Circuit Television Surveillance System are performing properly at all times through the management of in-house and contract resources and ensure staff operating these systems are operating them effectively. This responsibility includes conducting forensic analysis of intrusion events to identify perpetrators and/or operator or system errors in both the Port Authority’s and tenant-operated systems as required. Ensure tenant obligations for their access control and surveillance systems are met through management of monitoring activities and other techniques. Ensure other forms of access control including lock and key systems comply with federal and PA requirements and are properly controlled through inventory management, auditing, and similar functions.
Guard Service:
Manage the day-to-day operation of the Uniformed, Unarmed Security Guard Service Contract. This includes oversight of the guard force that protects access to secured areas, conducts vehicle inspections, conducts facility patrols, provides secure escorts, and performs surveillance using specialized equipment. Responsibilities also include conducting inspections and/or audits of guard staff during and outside normal business hours, arranging training classes, ensuring guard requests are properly executed, approving invoices and ensuring payments are promptly issued to Contractor(s)/Consultant(s).
Information Security:
Generate and distribute security information in accordance with the Port Authority guidelines for handling sensitive and confidential documents. Perform training and audits of information security controls for all Port Authority units and Contractors/Consultants working at the airport. Serve as the facility point of contact for proper handling and securing of sensitive and confidential documents on security matters.
