Program Manager, Aviation Priority Projects

Reporting to the Program Director, Aviation Development, the Program Manager, Aviation Priority Projects is responsible for the delivery of planning and products addressing the airport system’s (JFK, EWR, LGA, TEB & SWF) infrastructure needs, including near/long term conceptual planning, developing multi-disciplinary procurement strategies for long-term advancement and growth, and identifying enabling works which serve as critical components of Aviation’s Capital Program.

Specific responsibilities include, but are not limited to:

  • Serve as project manager for new and emerging high-priority strategic, capital, and redevelopment projects in advancement of the Aviation Department vision.
  • Coordinate with Aviation Planning, Redevelopment, Operations, Properties, Engineering, consultants and external agencies such as Federal Aviation Administration (FAA), and address and incorporate stakeholders’ inputs into projects.
  • Develop and evaluate feasibility or alternative studies to address infrastructure needs.
  • Identify procurement approaches and partnerships for the Aviation Department’s redevelopment programs and facilities.
  • Investigate and evaluate different funding strategies, including the availability and usage of grants, passenger facility charges and the department’s capital program.  
  • Provide critical support in the Newark Vision Plan and Terminal B Replacement and Program Planning as it relates to procurement strategies, federal funding and policy in order to promote world class standards.
  • Provide planning support for EWR West End Support zone and associated South Ward community access, managing development processes including property acquisition and funding.


Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor's Degree in Engineering, Architecture, Aviation, Urban Planning, Public Policy, or related field from an accredited university
  • At least five (5) years of experience in project management, engineering, Aviation policy, airport planning, airport management, or related field.


Ideal candidates will present the following profile:

  • Experience initiating, developing & managing complex airport planning projects
  • Knowledge of the FAA Advisory Circulars in airport master planning, zoning, airport design, terminal planning and design, capacity & demand, and state & local codes & industry design standards
  • Knowledge of FAA compliance, grants, planning, passenger facility charges, etc.
  • Knowledge of industry best practices on airport facilities planning and sustainable design
