Senior Project Manager

Responsibilities

Reporting directly to the Senior Program Manager, the selected candidates will be responsible for managing capital projects throughout the PATH system.  The selected candidates will function as a liaison with key staff in resolution of conflicts among both internal and external project stakeholders that may impede project progress.  This incumbent will monitor status of project design and construction, cost and schedule controls, and other areas of project oversight.  Working with other PATH staff, this position will be responsible to follow-up and collaborate with various technical, financial, and administrative staff to address critical project oversight issues, and provide necessary responses to assure continued project progress. Specific responsibilities include but are not limited to:

  • Developing look-a-heads for design, construction, and administrative activities.
  • Managing technical teams to deliver sequenced construction efforts.
  • Coordinating the projects planned construction activities in order to obtain optimal results in cost and schedule.
  • Monitoring construction conditions in the field.
  • Notifying appropriate staff and consultants of issues requiring attention.
  • Resolving conflicts among project stakeholders.
  • Providing guidance and direction to on-site contractor and consultants.
  • Reviewing and approving on-site contractor and consultant invoices.
  • Represent Port Authority interests at stakeholder meetings.

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor’s degree in Project Management, Engineering, Architecture or related field from an accredited college or university.
  • A minimum of 7 to 10 years of experience with progressively increasing responsibilities in engineering, construction, or project/program management.
  • Demonstrated ability to manage multiple projects simultaneously.

Desired

Ideal candidates will present the following profile:

  • Experience in developing project initiation and approval documents for Engineering, Procurement, CPOC and/or Board approvals.
  • Demonstrated experience and strong managerial skills in directing project management, technical staff, consultants, and contractors in coordinating activities to achieve schedule and budget results in accordance with established targets.
  • Demonstrated experience in project management in an active railroad environment.
  • Demonstrated knowledge of federal government processes and procedures, in particular: Federal Transit Administration (FTA) and Federal Railroad Administration (FRA);
  • Professional Engineers or Registered Architects license in NY or NJ.
  • Project Management Professional (PMP) certification.
  • Demonstrated problem-solving capabilities and handling of complex and challenging issues with sound judgment and personal accountability.
  • Knowledge and experience in project management or multi-disciplined design and construction projects.
  • Experience in navigating difficult discussions and positions, including ability to adapt easily to the demands of multiple diverse situations, and operate effectively in the face of uncertainty and change. 
  • Ability to work independently as well as motivate others in a high-pressure environment with multiple assignments due within a tight timeframe. 
  • Proven ability to identify problems, assess the accuracy and relevance of information, ability to generate and evaluate alternatives and to make recommendations. 
  • Knowledge of Port Authority businesses and capital project management, financial systems, and administration; and
  • Excellent interpersonal, writing, and analytical skills.

About The Port Authority

The Port Authority Trans Hudson Corporation (PATH), an FRA-regulated commuter railroad, is the primary transit link between Manhattan and New Jersey communities and suburban commuter railroads.  Carrying over 75 million passengers per year, PATH trains run 24 hours a day, seven days a week, one of the few 24-hour systems in the world. Since the early 20th Century, PATH and its predecessor, the Hudson & Manhattan Railroad, have carried passengers between New Jersey and points in Midtown and Lower Manhattan, serving as a key link in the region's transportation network and as a catalyst for continued residential, commercial and employment growth.

PATH operates 24 hours per day/7 days per week/365 days per year.  Employees are required to work weekends, holidays, atypical hours (evening and midnight shifts) and during inclement weather conditions. Incumbents may be subjected to mandatory overtime at the beginning or end of their scheduled tour, or on their days off.  A union seniority system dictates work schedules for jobs represented by one of PATH’s unions, and time off may not be immediately available during the usual summer and holiday periods.  Working conditions will be challenging, including but not limited to inclement weather, direct contact with the public, in tunnel and outside areas during active train service, and an industrial environment. Commitment to attendance is expected and required.
