The Operations Services Department works within the Chief Operating Officer’s organization and serves as the Port Authority’s centralized support and operations and maintenance services provider to advance the Agency’s mission and strategic business needs.  Operations Services (OSD) is comprised of six (6) operating divisions, including Central Automotive, Facility Construction Support, General Services, Agency Safety Management, Office Space & Property Management and the Technical Training Academy. OSD encompasses over 460 staff representing 9 collective bargaining unions and a $150+ million annual operating budget.

Together with the Director, the Deputy Director will craft and execute Operations Services’ strategic vision to enhance resource efficiency, instill operational excellence and deliver Agency support while providing best-in-class experience and maintaining regulatory compliance and fiscal responsibility.  


This position reports to and acts on behalf of the Director, Operations Services and is accountable for all matters related to managing the operations of divisions within the Department.

  • Support the Agency by driving excellence in OSD’s mission as a centralized service provider by collaborating with internal and external partners on matters related to the operations, maintenance, safety, office space, technical training, budgets, sustainability and customer service and experience across PA facilities. 
  • Provide leadership and guidance on advancing departmental innovative, sustainability and technology programs, including enterprise asset management and data warehouse, and other divisional continuous and process improvement initiatives. 
  • Lead the development of the Department's multi-year budget and monitor monthly operating performance metrics and indicators.
  • Oversee OSD’s board authorization process, including reviewing authorization documents and working with internal partners, such as Procurement, Finance, Technology and Office of Diversity and Inclusion, to advance for Agency approvals. 
  • Continuously review and improve organizational structure and functions to ensure effective and efficient staff alignments that satisfy the Department's mission and vision.
  • Champion strategic direction of OSD recruitment, training/development and retention efforts that ensure the ability to deliver core mission and services while continually growing a diverse and inclusive workforce. 
  • Develop Department's annual strategic work plan and key initiatives with a focus towards enhancing process efficiencies and effectiveness and customer experiences by incorporating industry standards, metrics and best practices. 



Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor’s degree from an accredited college or university. 
  • Demonstrated work history and ten (10) years of progressively responsible management experience, including experience working with represented staff as well as senior level executives in a public sector or private sector environment.
  • Demonstrated ability to develop a strategic vision with comprehensive plans and objectives and a proven track record to act decisively, perform effectively under pressure and to resolve conflict situations constructively.



Ideal candidates will present the following profile:

  • Advanced degree or coursework in Business Administration, Engineering, Planning, Transportation Management, Public Policy or a related field. 
  • Knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique and coordination of people and resources and Line Departments’ operations.
  • Strong analytical, problem solving and interpersonal skills.
  • Ability to effectively motivate staff and develop high-performance teams.
  • Innovative and tech-savvy with understanding of PA enterprise systems and industry trends.
