Manager- Port Physical Plant

Under the direct supervision of the Deputy General Manager of the New Jersey Marine Terminal (NJMT), the Manager, Port Physical Plant will be an integral part of the NJMT management team.  In the absence of the General Manager and Deputy General Manager, the Manager, Port Physical Plant may be responsible for the facility. The Manager, Port Physical Plant is fully responsible and accountable for managing all aspects, as well as measuring and improving the performance of the facility's maintenance, structural integrity, environmental, hazardous waste management, sanitation, and construction programs associated with the New Jersey Marine Terminals, and ensuring that the assets are able to support this mission. This position also contributes to the development and prioritization of the Capital Program and Operating Major Works Program.  The Manager, Port Physical Plant will also manage the Tenant Alteration Application and construction process for NJMT tenants and operating entities.

The Manager, Port Physical Plant must have a solid understanding of the principles of enterprise asset management to lead the maintenance unit in the optimal lifecycle management of the physical assets from their design, construction, and commissioning, through their operations and maintenance, and to the decommissioning and/or replacement.  

In an effort to advance the state of good repair and extend the useful life of the facility’s infrastructure, the incumbent will direct a wide variety of activities, including overall maintenance of facility assets; developing, reviewing and monitoring maintenance contracts and overseeing the administration of these contracts; complying with maintenance labor agreements and participation in grievance and disciplinary hearings; supervising maintenance staff; evaluating maintenance systems data and related reports; working with Project Management and Engineering staff to identify infrastructure and capital projects for the NJMT; managing all snow removal and emergency response activities of maintenance staff.  The incumbent will also be responsible for preparing and managing the maintenance budget and provide support for other aspects of the NJMT operating budget.


Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor’s Degree from an accredited college or university preferably in Engineering or Architecture
  • Minimum of 5 years of progressive management and supervisory experience in a facilities/maintenance environment
  • Must possess a valid driver’s license\
  • The selected candidate will be required to pass a Federal Security Background check and obtain a Transportation Workers Identification Credential (TWIC) to work in a maritime environment as required by the Department of Homeland Security.\
  • Applicants must meet all performance and attendance standards and have completed all probationary periods


Ideal candidates will present the following profile:

  • Demonstrated experience managing a diverse array of management, supervisory and field staff, including demonstrated experience supervising represented staff.
  •  Demonstrated ability to develop and provide direction for critical facility infrastructure development, inclusive of all operational, security and Public Safety needs and priorities.
  • Demonstrated proven record of employing effective team building strategies and techniques.
  • Demonstrated experience in analyzing and evaluating contract drawings and tenant alteration applications/submitted documents to identify associated impacts on the facility and recommend alternatives.
  • Demonstrated ability to work effectively under a variety of conditions, with the ability to maximize resources and operate independently; be reachable 24 hours a day, 7 days a week, and can report to work expeditiously in response to facility emergencies including snow alerts.
  • Demonstrated experience identifying, understanding and integrating customer service needs into day-to-day decision making.
  •  Demonstrated ability to develop and employ problem-solving approaches that are sensitive to organizational, community and customer concerns.
  • Demonstrated superior interpersonal skills, with an ability to work effectively with diverse groups, such as tenants, contractors, vendors, and government, community and industry officials.
  • Demonstrated written and oral communication skills, including experience in presenting materials to senior staff.
  • Experience working at a marine terminal or waterfront facility.   
  • Demonstrated conflict resolution skills and knowledge of disciplinary procedures.
  • Demonstrate understanding and comprehension of agency and department priorities and standards. 
  • PE or RA license
