Responsibilities

This position is responsible for the management and maintenance of critical security systems and programs to support and enforce airport and tenant compliance with TSA security regulations. The position manages and monitors service and security system contracts, including but not limited to: Unarmed Guard Service Contract, Perimeter Intrusion Detection System (PIDS), Closed Circuit Television (CCTV) surveillance systems, and other contracts as required. This position also works with airport employees, tenants and the TSA to identify and correct non-compliant security conditions. The incumbent will serve as an alternate Airport Security Coordinator (ASC) as directed. Must be able to work additional hours, weekend and evening hours, and rotating shifts/hours as circumstances may dictate, including response to the airport during security and/or weather emergencies. Any changes to the day-to-day operations related to the job responsibilities listed below are subject to Airport Security Manager (ASM) or his/her designee’s review and approval.

This position is one of high trust and is responsible for confidential and sensitive security information. The incumbent must obtain and maintain a Security Identification Display Area (SIDA) Card and airfield driving privileges after hiring and may be required to obtain TSA secret security clearance.

Access Control and Surveillance:

Ensure the airport's computerized security access control system, Perimeter Intrusion Detection System, and Closed Circuit Television Surveillance System are performing properly at all times through the management of in-house and contract resources and ensure staff operating these systems are operating them effectively.  This responsibility includes conducting forensic analysis of intrusion events to identify perpetrators and/or operator or system errors in both the Port Authority’s and tenant-operated systems as required. Ensure tenant obligations for their access control and surveillance systems are met through management of monitoring activities and other techniques. Ensure other forms of access control including lock and key systems comply with federal and PA requirements and are properly controlled through inventory management, auditing, and similar functions.

Guard Service:

Manage the day-to-day operation of the Uniformed, Unarmed Security Guard Service Contract. This includes oversight of the guard force that protects access to secured areas, conducts vehicle inspections, conducts facility patrols, provides secure escorts, and performs surveillance using specialized equipment. Responsibilities also include conducting inspections and/or audits of guard staff during and outside normal business hours, arranging training classes, ensuring guard requests are properly executed, approving invoices and ensuring payments are promptly issued to Contractor(s)/Consultant(s).

Information Security:

Generate and distribute security information in accordance with the Port Authority guidelines for handling sensitive and confidential documents. Perform training and audits of information security controls for all Port Authority units and Contractors/Consultants working at the airport.  Serve as the facility point of contact for proper handling and securing of sensitive and confidential documents on security matters.

 

Other:

  1. Manage and/or assist in implementation of new or enhanced security systems and/or projects and programs.
  2. Assist in the development and management of security training programs, and security inspection and audit programs.  This can include supervision of various contract staff and coordination with other departments.
  3. Assist as necessary in the management of the airport's various security awareness programs executed through in-house and contract staff.
  4. Administer and ensure all financial related matters (invoicing, accruals, budget, payment to Contractor(s)/Consultant(s), etc.) related to Aviation Security systems and/or programs are accurate and complete in a timely manner.
  5. Review/Maintain/Develop/Implement security polices and Standard Operating Procedures (SOPs) for the airport security program and propose revisions to airport rules and regulations regarding security, where needed.
  6. Develop and maintain collaborative relationships with the Transportation Security Administration (TSA), Customs and Border Patrol (CBP), other federal agencies, PAPD, airport community and other PA departments for efficient and effective security operations.
  7. Manage or assist in the implementation of new or enhanced security systems and/or projects/programs
  8. Participate on security industry working groups involving research and report writing, conference calls regarding implementation of new TSA Security Directives. Participate and/or lead PA security meetings.
  9. Prepare responses and execute corrective measures for audits performed by PA Audit and/or the TSA.
  10. Assist the PAPD, the Office of Inspector General (OIG) and other law enforcement agencies in special security investigations.
  11. Coordinate with other PA airports to ensure consistent regulatory compliance. Any changes are subject to ASM approval.

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor's Degree from an accredited college or university in Security Management, Aviation Management, Business Administration, Public Administration, or other related field.
  • At least three (3) years of experience in Security Operations/Management, Aviation Operations/Management, or other operating environment.
  • Must be able to work additional hours, weekend and evening hours, and rotating shifts/hours as circumstances may dictate, including response to the airport during security and/or weather emergencies.
  • Must be able to obtain TSA secret security clearance and ASC certificate.

Desired

Ideal candidates will present the following profile:

  • Demonstrated experience with security principles, objectives, strategy and tactics.
  • Knowledge of and/or familiarity with Transportation Security Administration Security Regulations 49 CFR 1540, 1542, and 1544.
  • Knowledge of Title 14 CFR Part 139, pertaining to airport safety, certification and operations.
  • Demonstrated knowledge and experience with various computerized systems used for security and operational purposes.
  • Excellent analytical skills.
  • Demonstrated experience in the creation and management of budgets.
  • Experience with contract administration and monitoring of contractor performance.
  • Demonstrated ability to work in a fast-paced environment.
  • Demonstrated ability to identify problems and develop long-term solutions.
  • Demonstrated ability to multi-task while providing outstanding customer service.
  • Demonstrated ability to meet or exceed performance objectives and measures.
  • Ability to effectively interact with internal and external management and governmental agencies.
  • Strong, proven, oral and written communication and presentation skills. 
  • Proficiency with Microsoft Office software programs, specifically, Excel, Outlook, Word and Power Point.
  • Knowledge of and/or familiarity with Port Authority Air Terminal Rules and Regulations, especially with regard to security.
  • Knowledge of and/or familiarity with Port Authority Airport Security ID Card Program, audit program, and security standard operating procedures.
  • Knowledge of Port Authority and Aviation operating policies and procedures including those related to contract administration, budgeting, staffing, and contract development.
  • Demonstrated knowledge and experience with PA SAP billing and payment system.
  • Knowledge of the PA's Memorandum of Justification (MJ) and Board of Commissioners authorization process.
