Senior Web Developer

Under the direction of the Assistant Director, Information Technology, the Web Developer/Digital Customer Service Manager is responsible for the development, implementation and maintenance of all web/Mobil applications for the Port Authority Internet/Intranet websites and Mobile Applications; including day-to-day management/operations of the unit.

Coach, mentor, and develop staff, including overseeing, and empowering employees to take responsibility for their job and goals.

Provide oversight and direction to the employees in the unit in accordance with the organization's policies and procedures

Must have ability to think strategically, while executing tactically and applying attention to detail as needed

Manage, and work closely with the team to ensure there is a clear understanding of features needed and expected for the product or application.  Provides continuous feedback for priorities, questions and adjustments to the timeline. 

All applications will be developed and maintained using primarily the .NET application development platform and Microsoft Visual Studio, DevOps, and Azure environment.

Web application development shall include all phases of development: planning and analysis, system design, programming and testing, implementation and deployment, and documentation.

Web application maintenance shall include troubleshooting and problem resolution, code and content modification, enhancements, recurring maintenance tasks, technical assistance for the customer community.

  • Develop in-house web and mobile applications from concept through development with a responsive, mobile first approach;
  • Design/develop/review wireframes and mockups;
  • Design and execute unit test cases to minimize failures in QA testing;
  • Perform bug fixing, problem resolution and QA;
  • Manage the maintenance and perform the updates and improvements to existing company websites and mobile applications;
  • Work with team and customer base to ensure new product features or enhancements are fully validated;
  • Analyze requirements, design, and provide detailed specs for software enhancement;
  • Research and development: Investigate and evaluate new practices, technologies, and tools that may enhance or improve existing applications and provide valuable business benefits to the agency.


Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor's degree in computer science, computer programming or related field from an accredited college or university, or Certification in web-based programming.
  • At least 4-5 years professional experience performing web-based-programming (entailing analysis, design, development, implementation and testing), or
  • An MFA in graphic design, and 3 years professional experience, or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.


Ideal candidates will present the following profile:

Candidates must have strong programming skills, utilizing software engineering best practices and methodologies, and comprehensive knowledge and experience with the following languages, technologies and tools:

  • HTML5/CSS3; Bootstrap 4; CSS preprocessors Sass or LESS;
  • Visual Studio 2017; C#; .NET Core; Windows Services; DevOps;
  • .NET web application development with WPF or WCF Services;
  • JavaScript; AJAX and jQuery; VueJS; AngularJS Version 4, 6; JSON and XML;
  • RDBMS (SQL Server; MS Access; Oracle);
  • SOAP and Rest Web Services;
  • Microsoft SignalR
  • UI/UX


  • A combination of technical proficiencies, analytic skills, organizational aptitude, interpersonal skills, aesthetic sensibilities and a willingness to learn and progress with the evoling technology;
  • Excellent communication, listening, interpersonal and mentoring skills, critical for establishing and maintaining effective relationships with clients and staff and supervising more junior personnel;
  • Planning, organizational and time management proficiencies;
  • Writing and editing aptitude, and superior attention to detail;
  • Continuous integration and deployment using Visual Studio and DevOps (VSTS) pipelines.
  • Extensive experience within the Agile process;
  • Experience in source/version control;
  • Strong expertise in web application security best practices and application security modules;
  • Knowledge and understanding of cross-platform development and testing;
  • Knowledge of Web accessibility standards;
  • Strong technical writing skills;
  • Excellent organizational skills.

Nice to Have

  • Understanding of Azure Service Bus Architecture;
  • Experience Xamarin forms cross-platform development (Android or iOS);
  • Experience with Content Management Systems, particularly Adobe Experience Manager.
