Manager, Port Security

Reporting to the Director, Security Operations & Programs Department, the Manager of Port Security will be responsible for managing a comprehensive security program for all Port Commerce facilities including: Port Newark, the Elizabeth Port Authority Marine Terminals, Port Jersey Marine Terminal, Howland Hook and Brooklyn Piers. Working in partnership with facility General Managers, the Port Authority Police Department (PAPD), the Office of Emergency Management (OEM), Security Project Management (SPM), and the Security

Technology Program, the incumbent will be responsible for recommending, planning, organizing and administering comprehensive security and emergency management related policies and programs, including corporate-level initiatives for the Port facilities.

Responsibilities include but are not limited to:

  • Assess the security needs of each of the aforementioned facilities against security industry best practices, make recommendations for improvement, and monitor corrective actions.
  • Develop recommendations for new programs, policies, processes, and procedures related to civilian security operations for the Port facilities including managing the development, preparation and regulatory compliance with Facility Security Plans required by the United States Coast Guard.
  • Manage the delivery of contract security guard services at the Port facilities and ensure the day-to-day operation and maintenance of deployed security technologies such as CCTV and Access Control Systems.
  • Lead the effort in conjunction with PAPD, OEM, and SPM for the identification of facility risks and vulnerabilities through the agency risk assessment process and the scoping and planning of security projects designed to mitigate the risks and vulnerabilities.
  • Work with federal and state agencies to create and advance legislation and national and international regulations, programs and initiatives addressing maritime security.
  • Serve as liaison for Port related security initiatives with external security entities such as the United States Coast Guard, Customs and Border Protection, Transportation Security Administration, NY and NJ State Homeland Security offices, and private sector organizations to ensure port wide security, response and resiliency.
  • Manage all Port related matters related to compliance with the Port Authority’s Information and Cyber Security Policies.


Candidates must present the following qualifications to be considered eligible for this position:

  • Selected candidate will be required to pass a Federal Security Background check and obtain a Transportation Worker Identification Credential (TWIC) to work in a maritime environment as required by Department of Homeland Security and may be required to obtain security clearance at the Secret Level for this security-sensitive position.
  • Bachelor's Degree in Security Management, Industrial Security, Marine Transportation, Logistics, Public Administration or a related discipline from an accredited college or university.
  • A minimum of five (5) years of progressively responsible management experience including supervisory experience in the security field.
  • Must possess a valid Driver's License.
  • Must be willing and able to respond to facilities and/or the EOC during non-business hours, as required.


Ideal candidates will present the following profile:

  • Demonstrated working knowledge of relevant federal regulations and security practices. Working knowledge of logistics within the maritime/port industry and related intermodal industries.
  • Demonstrated ability developing successful strategies to achieve broad program and business goals and understanding the impacts on various key stakeholders both within and outside the Port Authority.
  • Expert knowledge of the principles, methods, and tools for developing, scheduling, coordinating, and managing initiatives and resources.
  • Superior interpersonal skills to interact with staff at all levels, supporting departments, consultants and outside agencies.
  • Demonstrated negotiation and conflict resolution skills.
  • Proven ability to identify problems, assess the accuracy and relevance of information, use sound judgment to generate and evaluate alternatives, develop consensus, and make recommendations.
  • Advanced degrees in the above-mentioned fields and/or Facility Security Officer (FSO), Certified Protection Professional (CPP) and/or Physical Security Professional (PSP) credentials from the American Society of Industrial Security (ASIS), or related professional certification is highly desirable.
