Major Capital Projects has overall responsibility for the delivery of the reconstructed WTC site, Gateway Program, PATH Extension, new PABT, as well as the Bayonne Bridge Project.
Reporting to the Program Director, this position is responsible for the leadership, management and implementation of substantial components of the scope, schedule, and budget for Major Capital Projects. Responsibilities include: assist with the design and manage the construction management consultants’ budgets, project staffing plans, and Change Order development, negotiation, and execution; manage the overall Extra Work allowance budget and prepare authorization and delegation documents to assure budget compliance. For assigned projects, the Senior Program Manager will plan and coordinate construction operations to maintain safe performance and the accomplishment of work in accordance with all approved plans and will manage the design, construction management, inspection and contractor team members to deliver projects on-time and within budget in accordance with contract requirements; manage driving design, technical, field, commercial, and logistic issues to resolution to meet schedule commitments; reviews consultant and contractor invoices for Earned Value, identifies the need for Extra Work, prepares Change Orders, and leads negotiations with contractors and/or consultants in compliance with FTA and PA requirements; assess impacts of changes due to stakeholders and/or field conditions and develops and implements plans to mitigate these impacts to achieve project goals.
