Program Director (PATH) - Capital Project Management

Responsibilities

Reporting to the Assistant Director - Capital Project Management, the Program Director - Capital Project Management will be responsible for managing and delivering the specific projects that comprise an integral part of the PATH Department's Capital Program and Operating Major Works Program.

Specific responsibilities include:

  • Manage in a multi program/project environment, providing assistance, direction and guidance to project management staff in the development of comprehensive programs/projects aligned with Agency objectives and budgets, and the Department's Business   Plan.
  • Provide a vision and leadership to project staff, consistent with the vision of the Agency, and PATH Department. Motivate staff ensuring the highest level of staff capabilities aligned with the Project Management Office and best industry   practices.
  • Develop strategies to support the success of the program/project plans, managing change and reprioritization of projects as required.
  • Work closely with other Capital Project Management staff, the Division Superintendents and their
  • key staff, and the Engineering Department, in the strategic prioritization, development and delivery of the 10-year Capital Program and the Operating Major Works Program.
  • Work closely with senior PATH and Engineering Department staff, as well as senior staff from Law, Procurement and other key staff departments, to quickly resolve potential significant issues and ensure the successful support and delivery of projects.
  • Ensure that all project documentation prepared for the Board is accurate and provides the proper level of information to facilitate all internal reviews and final approval.
  • Ensure that program and performance measures are established and met - including timeliness, cost efficiency and high quality.
  • Ensure that the various periodic PATH program status reports for PMO and Agency executive staff are up to date and contain the required key information.

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • A minimum of ten years of progressively responsible project management experience in complex, transportation related infrastructure and technology projects, including design, procurement and construction.
  • Must have a Bachelor's Degree in Engineering, Architecture, Engineering Management, Planning or related fields from an accredited college or university.
  • Must be a certified Project Management Professional (PMP) or PE or RA, or attain certification within 6 months of appointment

Ideal candidates will present the following profile:

  • Demonstrated ability developing successful strategies to achieve broad program and business goals, understanding the impacts on various key stakeholders both within and outside the Port Authority.
  • Expert knowledge of the principles, methods and tools for developing, scheduling, coordinating and managing projects and resources.
  • Demonstrated knowledge of Port Authority capital planning, authorization and management process and procedures.
  • Superior interpersonal skills to interact with staff at all levels, supporting departments, consultants and outside agencies.
  • Excellent oral and written communication skills.
  • Demonstrated negotiation and conflict resolution skills.
  • Proven ability to identify problems, asses the accuracy and relevance of information, use sound judgment to generate and evaluate alternatives, develop consensus and to make recommendations.
  • A Professional Engineer or Registered Architect license is desirable.
