Responsibilities

The Aviation department of the Port Authority of NY & NJ seek seeks a dynamic and effective leader to be the new Manager, Aeronautical (Airside) Operations at Newark International Airport (EWR).   Under the direction of the Manager, Airport Operations, the Manager, Aeronautical (Airside) Operations will:

  • Manage a team of unionized Operations and Supervisory staff, as well as non-union management staff to ensure the safe, secure and efficient operation of the aeronautical area at EWR
  • Ensure the infrastructure (runways, taxiways, ramps, navigational aids, airfield lighting, airfield markings, airfield pavement, etc.) are maintained and operated in compliance with Federal Aviation Administration (FAA) Part 139 regulations.  This requires tracking and following up on necessary maintenance items and all safety related issues
  • Coordinate with various Port Authority (PA) staff to obtain necessary resources that support the mission of the Operation’s unit
  • Communicate with FAA and Transportation Security Administration (TSA) and Airline stakeholders, including ground handling companies to improve operations and safety is also required
  • Keep stakeholders informed of any proposed construction and potential impacts to their operations
  • Develop solutions that streamline construction staging and reduce operational impacts
  • Manage the unit’s budget and regularly monitor adjustments as needed
  • Manage and direct aeronautical functions and programs involving airside operations, airport self-inspection, aeronautical construction, wildlife hazard management, snow and ice control, aircraft emergency response, efficient surface movement, FOD control, Airfield Driver Training and coordination and dissemination of information to the airport community
  • Manage the preparation and administration of contracts involving aeronautical services, perform various administrative activities associated with the management of a large staff, including acting as the Division Manager in the absence of the Manager, Airport Operations, and maintain effective working relationships with airport tenants, governmental agencies, airline station managers, aviation industry representatives and the local airport

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor’s Degree from an accredited college or university in Aviation Management, Aeronautical Science, Aeronautics, Business Administration, Transportation, or related field
  • Minimum of three (3) years people management experience with the ability to manage, develop and motivate diverse teams to achieve high performance
  • Minimum of 3 (three) years’ experience managing airport operations/airport compliance regulations with Federal Aviation Regulations (FAR) and Advisory Circulars, particularly, those related to the operation of airports including Part 139
  • Proven track record of success with FAR 139 Airport Certification Inspections
  • Experience in airport operations and demonstrated knowledge of Air Traffic Control, airline, and aircraft policies procedures and practices.
  • Experience compiling, analyzing and interpreting data related to operational performance measures, utilizing Microsoft Office, SAP or other systems.
  • Ability to report immediately to airport emergencies, inclusive of inclement weather or other irregular operations, 24 hours per day, seven days per week
  • Valid driver’s license

Desired

Ideal candidates will present the following profile:

  • Demonstrated knowledge of incident command systems, emergency management response, and emergency preparedness
  • Demonstrated knowledge of TSA regulations, security directives and emergency amendments
  • Familiarity and experience with complex airport construction projects.
  • Experience managing vendors and contracts
  • Ability to effectively interact with all levels of airport management staff and Port Authority Departments (i.e. Port Authority Police, Engineering, Technology, Operations Services).
  • Familiarity with Port Authority policies and procedures

About The Port Authority

During 2018, the Port Authority handled a projected 137.9 million passengers at its four commercial airports – John F. Kennedy International, Newark Liberty International, LaGuardia and New York Stewart International airports—an increase of 3.8 percent over 2017’s previous record high.  Newark Liberty reported a 6.3 percent annual increase, JFK reported a 2.5 percent increase and LaGuardia saw its annual passenger volume rise by 2.3 percent. New York Stewart reported a 44.2 percent surge in traffic, driven in part by new, low-cost nonstop service offered by Norwegian Air to destinations overseas.

To accommodate future airport demand, the Port Authority and its private airport partners have committed an unprecedented $28 billion – the most in agency history – to maintain and build new airport facilities across the system. The level of investment illustrates the Port Authority’s aggressive commitment to creating a network of state-of-the art airport facilities.

  • At LaGuardia, an $8 billion rebuilding of the legacy airport is in progress, and in December, the first new concourse in Terminal B opened to the public. 
  • At Newark Liberty, ground was broken in October for a new Terminal One that will replace the aging and obsolete Terminal A. 
  • At JFK, Governor Cuomo announced in October a $13 billion project to rebuild the airport, including the addition of 4 million square feet to the airport’s north and south sides to increase airport capacity by at least 15 million passengers annually.  The first new gates of the redeveloped terminal are scheduled to open in 2023 with projected completion in 2025.
