Manager, Emergency Readiness Development

Responsibilities

The Manager, Exercise and Response Development (the Manager) will report to the General Manager, Emergency Management. The Manager will ensure that all Port Authority staff who are designated to respond to incidents / events as a result of emergency situations are thoroughly trained in their roles and responsibilities. The Manager will develop an agency wide and strategic training and exercise program consistent and emphasizing Incident Command System (ICS) and where applicable the National Incident Management System (NIMS).  The Manager will develop an ongoing evaluation of the objectives of all training and exercises based on the OEM Risk Assessment. The Manager will coordinate with state, local non-profit and federal response entities to develop an exercise program that addresses the preparedness and response objectives of the facilities and OEM. The Manager will, also, provide training and exercise opportunities to facilities to further enhance the employment of ICS. The Manager will, additionally, keep informed of surfacing and widening threats and risks to the Port Authority and develop the necessary consequence training and exercises for these emerging threats and risks.   

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor’s Degree from an accredited college or university in the areas of Emergency Management, Public Administration, Business Administration or related degree.
  • 5 years’ experience in training, exercise or planning at the federal, state and local level within an Emergency Management setting.
  • Develop Training and Exercise programs both anticipatory and consequential.

    for a wide range of audiences,

  • Work seamlessly with Quality Assurance in that After Action Reviews recommendations are addressed and remedied.
  • Demonstrated experience in managing technical and administrative staff which will include mentoring and career development,
  • Develop scope, criteria and performance measurements for all training and exercise programs; determine a corrective action strategy for all programs,
  • Collaborate and advance inter-jurisdictional planning, training and exercise programs.
  • Excellent interpersonal skills which include making presentations and briefings.   
  • A working understanding of contract management and related accounting.
  • Demonstrated analytical and problem resolution skill.
  • Proficient in Microsoft Office to include, Excel, PowerPoint, Word, Access and Project Management.

Desired

Ideal candidates will present the following profile:

  • Master’s Degree in Emergency Management, Public Administration, Business Administration or related degrees,
  • 10 years’ experience as a managerial position in Emergency Management setting on the federal, state or local government level,
  • A record of managing emergency training, exercises or planning programs,
  • A history of deployment to or managing an actual emergency disaster, incident or event,
