General Maintenance Supervisor (PATH)

Responsibilities

The Way and Structures Division is responsible for the Operation of The JOURNAL SQUARE TRANSPORTATION CENTER. Which consists of the PATH Administration Building, the Bus Terminal which accommodates 2,000+ bus movements per day, staff support areas, Tenant areas, the public Concourse, Plaza and frontage.

Under the direct supervision of the PATH Way and Structures Chief Maintenance Supervisor the incumbent will be responsible for the safe and effective operation of a 24/7 transportation center.  The incumbent will supervise contract staff involved in SHUTTLE BUS SERVICE, PARKING, HOMELESS ASSISTANCE PROGRAMS and the BOTTLED WATER REQUIREMENTS contract. Additionally, the incumbent will supervise a subordinate Field level position and the operation and staff of the JSTC mailroom.

Furthermore, the incumbent will maintain up to date Fire Wardens lists Journal Square Office Tower occupants lists and email distribution list. In the conduct of their responsibilities, the incumbent will demonstrate a continuous effort to improve operations, decrease turnaround times, streamline work processes, and provide quality customer service. Typical incumbent responsibilities include but are not limited to executing terms and agreements for the administration of PATH’s contracts. Supervising and operating the receiving, distributing and delivering of all mail throughout the facility. This position will be required to participate in cross training for supervisory maintenance positions. The successful candidate will:

  • Execute the terms and agreements for the administration of PATH contracts
  • Write specifications for equipment purchases or operational/service work to be contracted out
  • Monitor projects to ensure timeliness, correctness, and completion.  Reviews and recommends work performed related to operations transportation
  • Assist in the preparation of the annual budget, as it applies to JSTC Operations
  • Maintain records on all service provided and performance reports as required
  • Respond to calls during emergency situations, and take necessary steps to protect PATH property;
  • Inspect and otherwise exercise control over service work performed by outside contractors;
  • Train in various maintenance positions to ensure facility coverage when necessary

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • Minimum of 5 years supervisory experience with two years at the level of unit supervisor or its equivalent or above
  • Associate degree or 60 college credits from a recognized college or university.  Applicants will also be considered if their resume demonstrates successful completion of rigorous operations related training workshops through a recognized and established industry program. 
  • Must possess a valid New York or New Jersey driver’s license.

Ideal candidates will present the following profile:

  • Knowledge of PATH / PA organizational structure, operating policies and procedures, especially as they apply to contract administration, facility operations, maintenance, safety, security, budget preparation / control, and employee relations. 
  • Demonstrated ability to write RFPs for contract services, and administer such contracts.
  • Demonstrated ability to plan, organize and monitor preventative and corrective maintenance/operational work performed under service contracts.
  • Demonstrated knowledge of personal computer applications in MS Office Programs and the Maintenance Management Information System (MMIS) or a similar inventory and maintenance control system, such as the Work Order Tracking System (WOTS) or other Enterprise Asset Management Systems.
  • Demonstrated ability to interact effectively with various levels of staff and contract employees, negotiate outcomes and resolve conflict.
  • Demonstrated excellent verbal and written communication skills.
  • Physical ability to work in a multiple facility building environment, calling for considerable walking, climbing, and standing
  • Ability to respond in adverse weather and other emergency conditions.

Incumbents may be subjected to mandatory overtime at the beginning or end of their scheduled tour, or on their days off.  A union seniority system dictates work schedules for jobs represented by one of PATH’s unions, and time off may not be immediately available during the usual summer and holiday periods.  Working conditions will be challenging, including but not limited to inclement weather, direct contact with the public, in tunnel and outside areas during active train service, and an industrial environment.
