Assistant Manager, Business Operations, JFK Air Train

Responsibilities

The Aviation Department of the Port Authority of New York and New Jersey is currently seeking an experienced Assistant Manager, Air Train to oversee the day-to-day business management of the John F. Kennedy International Airport AirTrain system. The Assistant Manager, Air Train will interface and liaise with various departments within the agency to prepare action plans, and will be responsible for managing agreements and relationships with sister transportation agencies and regional partners including but not limited to the Metropolitan Transportation Authority, Long Island Rail Road, New York City Transit and New York State Department of Transportation. 

This is a unique opportunity to be part of the team that oversees one of the few fully automated train operations in the eastern region and the essential component of the JFK Airport transportation infrastructure.

The Assistant Manager, Air Train will be responsible for:

  • Monitoring the daily operation and maintenance of the JFK AirTrain and acting as deputy to the General Manager, AirTrain and liaison with the JFK Airport General Manager’s Office as required
  • Coordinating the implementation of the contractually required Capital Asset Replacement Program
  • Overseeing contractor adherence to system performance requirements and all maintenance activities
  • Leading weekly maintenance meetings with Port Authority and contractor staff
  • Overseeing contractor maintenance of Elevators, Escalators and Moving walkways and collaborate with all necessary parties to communicate the status and action plan for any downtime events
  • Managing performance measurements, reporting tools and dashboards, and ongoing action plans
  • Leading contract management functions and state-of-good repair activities including maintenance of the AirTrain JFK Guideway
  • Leading technical meetings with the Engineering Department, JFK Physical Plant, Maintenance, AirTrain JFK Contractors, Airport Operations, Staff Engineering Maintenance and Construction (SEMAC), New York City Department of Transportation (DOT) and Long Island Railroad (LIRR)
  • Inclusion of planned and future projects in the Agency Capital Plan, continuation of the recent system wide condition assessment and prioritizing annual capital investments
  • Overall management of the AirTrain Unit budget the resolution of commercial issues related to performance and payment
  • Managing the professional services agreement
  • Overseeing recruitment and hiring processes for the Unit
  • Overseeing the invoice approval process and resolution of payment issues
  • Use of financial systems (SAP) and document control processes

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor’s degree from an accredited college or university
  • 5-7 years of progressive experience in: Contract development / administration, Transportation Management & Operations or Business/Public Administration
  • 5-7 years of experience working with Facility Maintenance, Engineering projects or overall Project Management
  • Experience in leading and managing staff, teams, project/program management, customer service and multi-stakeholder management with internal and external partners
  • 2- 5 years of experience in coordinating multifunctional programs (public or private organizations) with senior management where you have built strong and successful networks, developed new relationships and influenced decision makers
  • Experience creating and presenting business plans and ideas to all level audiences 
  • Available to respond to the airport 24/7, on weekends and holidays, as needed to address emergencies, including adverse weather events
  • Valid driver’s license

Desired

Ideal candidates will present the following profile:

  • Bachelor’s degree or higher in Engineering, Business Administration, Contract Management or any technical field from an accredited college or university
  • Knowledge of Port Authority organizational structure, policies and procedures, including those related to the Capital Plan, budget, business planning, and contract administration
  • Demonstrated experience managing professional services agreements
  • Demonstrated knowledge with reviewing, auditing and tracking of contractor and consultant invoicing
  • Experience creating/implementing RFP proposals, Board approval processes, PA procurement procedures and/or SAP payments
  • Experience in transit or transportation system activities and functions with knowledge in rail operations and maintenance, security, automatic train control (ATC) systems and Federal Transit Administration/Federal Railroad Administration guidelines
  • Experience coordinating lane closures with the NYCDOT and NYSDOT
  • Highly organized with demonstrated ability to establish comprehensive, detailed plans with specific timelines, milestones and deliverables necessary to meet or exceed project goals
  • Demonstrated experience organizing a demanding workload with the ability to work in a high-pressure environment with multiple tasks due in a tight timeframe
  • Superior negotiation and conflict resolution skills
  • Proficient in the use of various computer programs such as Microsoft Excel, Word, Outlook and PowerPoint.  Ability to learn custom Agency software applications such as SAP, BudgetPro, Peoplesoft, etc

About The Port Authority

During 2018, the Port Authority handled a projected 137.9 million passengers at its four commercial airports – John F. Kennedy International, Newark Liberty International, LaGuardia and New York Stewart International airports—an increase of 3.8 percent over 2017’s previous record high.  Newark Liberty reported a 6.3 percent annual increase, JFK reported a 2.5 percent increase and LaGuardia saw its annual passenger volume rise by 2.3 percent. New York Stewart reported a 44.2 percent surge in traffic, driven in part by new, low-cost nonstop service offered by Norwegian Air to destinations overseas.

To accommodate future airport demand, the Port Authority and its private airport partners have committed an unprecedented $28 billion – the most in agency history – to maintain and build new airport facilities across the system. The level of investment illustrates the Port Authority’s aggressive commitment to creating a network of state-of-the art airport facilities.

At LaGuardia, an $8 billion rebuilding of the legacy airport is in progress, and in December, the first new concourse in Terminal B opened to the public.  At Newark Liberty, ground was broken in October for a new Terminal One that will replace the aging and obsolete Terminal A.  And at JFK, Governor Cuomo announced in October a $13 billion project to rebuild the airport, including the addition of 4 million square feet to the airport’s north and south sides to increase airport capacity by at least 15 million passengers annually.  The first new gates of the redeveloped terminal are scheduled to open in 2023 with projected completion in 2025.
