Project Manager, Policy and Interagency, LGA AirTrain

The Aviation Department is currently seeking an experienced Project Manager to manage key initiatives that will advance the LaGuardia (LGA) AirTrain project from the planning stage through to construction and revenue service. The Project Manager will report directly to the Senior Program Manager, LGA AirTrain, and will report indirectly to the Program Manager, Interagency Coordination, LGA AirTrain. The role involves a wide range of project management support in a fast-paced work environment.

The Project Manager will be responsible for:

  • Supporting the Senior Program Manager in developing and managing executive-level reporting materials such as presentations, white papers and project management materials
  • Coordinating priority tasks with other LGA AirTrain team members to meet key deadlines
  • Coordinating and frequently communicating with staff in partner departments such as LGA Redevelopment, Procurement, Financial Planning, Law and Engineering
  • Assisting the Program Manager, Interagency Coordination, in day-to-day coordination efforts with City, State and Federal agencies required to support the successful and timely development of the program, including updating and maintain project management tools
  • Assisting the Program Manager, Interagency Coordination, in the management of planning, design and/or construction projects that require coordination with various state and local agencies
  • Drafting and recording of interagency meeting minutes and meeting tracking log
  • Leading the authorization process by preparing authorization documents, briefing folders, support materials, and presentations as necessary
  • Representing the LGA AirTrain team in meetings with internal and external stakeholders
  • Ensuring a timely response to requests for information and other official correspondence from external agencies and other program stakeholders
  • Coordination of site visits and field meetings
  • Providing supervision and guidance to consultant staff
  • Other duties and/or special assignments as required

Once the AirTrain is open for service, this position will support the operation of the AirTrain system.


Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor's Degree in Engineering, Planning or Architecture from an accredited college or university (or related field)
  • Minimum three (3) years progressively responsible project management experience in transportation infrastructure projects, including knowledge of design, construction, procurement and/or operations
  • Thorough knowledge of the principles, methods, and tools for developing, scheduling, coordinating, and managing projects and resources
  • Demonstrated experience coordinating with external stakeholders (e.g. state and local transportation agencies) where you have coordinated the advancement of major projects


Ideal candidates will present the following profile:

  • Experience managing external stakeholders (e.g. MTA, NYSDOT, NYCDOT, etc.) where you have coordinated the advancement of major projects
  • Experience managing and supervising others to effectuate project workload effectively utilizing limited available resources
  • Managerial skills to provide requisite oversight for consultant architectural and engineering and construction services
  • Experience interfacing with and negotiating amongst multiple external stakeholders to resolve conflicts
  • Experience coordinating the advancement of major projects amongst multiple state and local agencies in the New York/New Jersey region
  • Demonstrated experience in rail transit planning and/or airport operations, including establishment of project plans, setting priorities, managing risks and coordinating activities with projects of similar size and complexity
  • Knowledge of the Port Authority’s Capital Authorization and Contract Administration Processes
