Under the direction of the manager of the Website Services, the Web Administrator is responsible for the development, maintenance and support of the following functions:
- Web Content Management (CMS)
Using a Content Management System, develop and maintain Agency intranet websites. Development includes creating content classes (page templates), to define the reusable areas of a site and then determining and adding placeholders (define editable content areas) areas, and populating content. Ongoing activities for this function include regular administration of the Content Manager Server, including installation of software upgrades and patches, template development and maintenance, and providing user technical support and training.
- SSL Certificate Management:
Manage the SSL certificates for the agency, in order to provide a secure environment for transacting business over the PA's internal and external websites. Regular activities include certificate request validation, certificate enrollment and authentication, certificate approval and issuance and certificate renewal. In addition, coordinate the development of a comprehensive certificate usage policy for the agency and document all procedures related to the effective management of certificates throughout their lifecycle.
- Domain Name Management
Manage enhance, refine and protect a portfolio of approximately 250 domain names for the agency. Regular activities include domain name registration, renewal, modification and recovery. In addition, in conjunction with Marketing and Law, coordinate the development of a policy for domain name usage throughout the agency, including a strategy for protecting key Port Authority brands.
- Search Services
Maintain and enhance the search function for the Port Authority intranet and internet. Search capabilities are currently provided by MaxxCAT search appliances. Monitor all indexing operations to ensure search indexes are complete and up-to-date. Improve search usability and relevancy through the application of standard metadata and the creation of targeted search collections. Extend search capabilities to non-web content repositories, such as databases and file systems.
- Contract Management
Manage all software maintenance/support and services agreements for the Website Services unit to ensure continuity and vendor compliance. Monitor availability of funds to spend within budget. Avoid unplanned expiration of agreements. Realize savings where possible. Communicate with vendors regarding upgrades and new products/services.
Web application development shall include all phases of development: planning and analysis, system design, programming and testing, implementation and deployment, and documentation.
Web application maintenance shall include troubleshooting and problem resolution, code and content modification, enhancements, recurring maintenance tasks, technical assistance for the customer community.
Additional responsibilities include research and development: Investigate and evaluate new practices, technologies, and tools that may enhance or improve existing applications and provide valuable business benefits to the agency.
Candidates must present the following qualifications to be considered eligible for this position:
Candidates must possess a bachelor's degree in computer science or computer programming, or certification in web-based programming plus at least 5 years’ professional experience performing various web-based-functions; or, an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

- A combination of technical proficiencies, analytic skills, organizational aptitude, interpersonal skills, aesthetic sensibilities and a willingness to learn and progress with the evolving technology.
- Excellent communication, listening, interpersonal and mentoring skills, critical for establishing and maintaining effective relationships with clients and staff and supervising more junior personnel.

- Writing and editing aptitude, and superior attention to detail.
Candidates must have strong technical skills, utilizing best practices and methodologies, and comprehensive knowledge and proficiency with the following languages, technologies and tools:

- RDBMS (SQL Server, MS Access, Oracle);
- Content Management
- Microsoft Visual Studio
- Adobe Dreamweaver
- MS Office (MS Word, Excel, PowerPoint and Access)
- MS Outlook
Candidates must have also have experience and competency in the following basic web-related technology:
- An understanding of cyber security and web application security best practices;
- Experience with source/version controls;
- Knowledge and understanding of all web browser platforms;
- Experience in developing for mobile devices;
- Knowledge of Web Accessibility guidelines and methodology;
- Familiarity with social media.
