Reporting to the Senior Engineer of Construction or his designee, the Office Engineer will be responsible for the administration of all contract documents, including PACCs, Change Orders, Lump Sum Conversions and the processing of all increases in authorizations.  The Office Engineer will also perform all support functions in conjunction with the administration of the agency’s MWSDBE Program as it relates to construction contracts. 

Responsibilities also include:

Assisting the Resident Engineer in monitoring contract schedules and budgets; perform document control oversight; prepare for preconstruction meeting (agenda, early action letter); Setup and maintenance of contract files; Process / distribute / review submittals, RFIs, contract documents, logs, and correspondence; reviews contractor payment application for accuracy; Reviews certified payroll (paper and LCPtracker electronic format) reports and T&M tickets for compliance, and manage the contract close-out process.

Review and coordinate all Post Award Contract Change and Change Order packages; Conversion packages, Lump Sum or Unit Price for completeness prior to issuance to the Senior Engineer of Construction – Contract Administration for conformity and track all of the aforementioned packages for approval by the Chief of Construction and the Chief Engineer, as required.

The Office Engineer will be responsible for executing contract compliance throughout the various phases of the contract; having a proficient knowledge of federally funded program requirements of Disadvantaged Business Enterprise (DBE) participation and associated reporting; demonstrate familiarity with the agency’s workforce diversity goals as it relates to construction contracts.

In addition to compliance monitoring efforts, tasks consist of preparing periodic and quarterly reports of MWDBE participation; reviewing and preparing bidding lists for set aside contracts; attending low bid, pre-construction, and progress meetings with respect to MWBE participation and performance; review and maintain the Contractor Alert List which requires monthly and period updates and reporting in coordination with the Office of Inspector General; conduct reference reviews of certified firms and making recommendations for qualification and inclusion in Engineering’s database of certified/qualified firms and maintaining the database; contributing to efforts and measures to maximize MWSDBE participation and processes; preparing for and participating in Department of Transportation (DOT) audits; assist with tasks associated with the Port Authority’s Mentor-Protégé Program, such as chairing meetings and/or seminars, and working with protégé (M/WBE) firms to mitigate issues encountered.

Additional Information:

This position will be located at the Construction Management Division’s Main Office at the Port Authority Technical Center in Jersey City, NJ. 


Candidates must present the following qualifications to be considered eligible for this position:

  • A Bachelor’s degree in Engineering, Architecture or a related technical discipline from an accredited college or university OR a minimum of five (5) years of progressive experience in contract administration for construction projects.
  • Must possess a valid driver’s license. Travel may be required using public transportation, PA vehicle, or personal vehicle.


Ideal candidates will present the following profile:

  • Demonstrated ability in reconciling financial information, proficiency in understanding contract documents and PA Specifications, ability to interact with internal staff and external professionals at all levels.
  • Excellent verbal and written communication skills, including report preparation. Excellent organizational skills with the ability to work independently and prioritize as required.
  • Proficient in the use of software applications, project management software, including, but not limited to Primavera, Wintrak and MS Office Suite (Excel, Word, etc.), Livelink.
  • Ability to manage, and prioritize multiple assignments with multiple supervisors
