Reporting to and receiving direction from the Principle Signal Engineer and Chief Signal Supervisor. The incumbent is responsible for development, implementation and coordination of the PATH Signal Training Programs for the PATH PS&C Division, proactively ensuring compliance with Federal Railroad Administration (FRA) mandated training requirements, rules, and regulations as well as AREMA recommendations, manufacturer instructions, and Port Authority Trans-Hudson best practices/standard instructions/standard operating procedures.
Other responsibilities will include, but are not limited to:
- Maintaining an official roster of mandated training courses and the employee titles that are required to attend these courses, training attendance records and required refresher/recertification schedules.
- Scheduling of training classes for both newly hired and existing employees.
- Ensuring that all required materials and documentation for required training courses are up to date and available for distribution.
- Engage in scheduled group workshop activities with fellow employees to develop training material, testing instructions, maintenance standards, and customization of Carl Software MMS©.
- Maintain attendance records with the official sign-in sheets, entering attendance and test score data into Carl Software MMS© system to track training activity and progress.
- Provide Supervision of PATH PS&C signal trainees and apply appropriate corrective action/discipline when necessary.
- Map out training plans, design and develop training programs (both outsourced and in-house).
- Choose appropriate training methods per course (simulations, hands-on activities, experiments, craft mentoring, on-the-job training, classroom training, lectures, etc.)
- Conduct PS&C Division needs assessment and identify skills or knowledge gaps that need to be addressed.
- Design and prepare lesson plans, daily planners, course outlines, educational utilities, learning materials, study aids, homework assignments, quizzes (skills inventories), practical exercises, written examinations, learning materials from existing material and revise as needed to meet changes in technology used for in-service equipment/apparatus/installations.
- Assess instructional effectiveness and summarize evaluation reports. Determine the impact of training on employee skill levels.
- Partner with internal stakeholders, coordinate activities with experienced personnel, and consult subject experts regarding instructional design.
- Maintain updated curriculum database and training records.
- Conduct training sessions for employees on all three daily shifts, weekday, and weekends as necessary.
- Assist in the design and construction of a state of the art Signal Training Facility.
- Review, manage, and maintain in-house training facilities and equipment.
- Process and produce input to FRA reports related to training requirements.
- Prepare yearly budgetary information for the Superintendent of PS&C Division.
- Work with Signal Design staff in training and performance improvement.
- Assist in the formulation, implementation, and performance evaluation of PS&C Division Standard Operating Procedures.
- Participate in the revision of existing Standard Instructions for Testing Signal Apparatus and also assist in the creation of PS&C Special Instructions Governing Signal appliances & installations.
Candidates must present the following qualifications to be considered eligible for this position:
- Bachelor Degree in Electrical, Electronic, or Computer Engineering from an accredited college or university. Railroading Signaling / Instructor Experience may be substituted.
- Knowledge and understanding of FRA regulations and mandated training and ability to ensure that PATH is compliant with these regulations.
- Understanding and experience with procedural development of training programs in a transit environment.
- Excellent oral and written communications, presentations skills, and interpersonal skills.
- Experience in successfully working with diverse employee groups and organizations; demonstrated ability in problem analysis, solution formulation, and corrective resolution.
- Demonstrated ability to ensure complete confidentiality whenever needed.
- Demonstrated ability to work independently and prioritize multiple assignments with competing deadlines.
- Demonstrated ability to interact successfully with all levels of management staff, across various departments/divisions, and with external contacts and agencies.
- Ability to effectively interface and communicate with internal staff, customers, partners, and vendors.
- Skilled in problem analysis and resolution as well as project management.
- Demonstrated leadership experience in previous work assignments related to railway signaling.
Ideal candidates will present the following profile:
- BS or MS Degree in Electrical, Electronic, or Computer Engineering from an accredited college or university.
- 10 years’ experience in the maintenance, inspection, testing, troubleshooting and repair of Railway Signaling installations.
- Previous experience in the signal design and construction process.
- 10 years’ experience in As-In-Service Testing of existing relay-based locations undergoing wiring changes and installations of new processor-based signal systems.
- 3 years’ experience conducting technical instruction and training in the classroom and field environment.
- Experience installing, testing, and adjusting overlay type circuits.
- Thorough knowledge of laptop computer driven software revision uploads and system event downloads of processor based signal equipment.
- Experience using various types of meters (Insulation resistance testers, ground resistance testers, analog meters, digital multi-meters, Amprobe clamp meters, Watchdog short finders, insulated joint testers, relay test kits, etc.) associated with Railway Signal maintenance, inspection, testing, and troubleshooting.
- Experience in wiring and mounting of signal equipment/signaling apparatus as permanent installations for signal training purposes.
- Knowledge and experience in data protocols and signal codelines.
- Experience in the installation of wayside equipment associated with PTC compliant train control systems.
