Manager, International Facility, EWR Terminal B

The Aviation Department of the Port Authority of New York and New Jersey is currently seeking an experienced Manager, International Facility, EWR Terminal B. This position is a critical first point of contact between the airport community and the Port Authority with respect to security clearances for airport employees and issuance of airport SIDA (Security Identification Display Area) credentials.

Reporting to Manager, Airport Operations, the Manager, International Facility, EWR Terminal B will:

  • Supervise the day-to-day operations relating to the allocation of aircraft gates and check-in counters.
  • Operate and maintain terminal facilities, such as baggage belts, electronic signage equipment and the general maintenance and upkeep of the terminal.
  • Develop and implement operational policies, plans and procedures that maximize facility resources and deliver the highest levels of customer service. 
  • Participate with senior management in the development and implementation of strategies to address long and short-term business goals.
  • Provide input in the planning and development of capital programs for the terminal and oversee the coordination of construction activity within the terminal.
  • Manage staff at the Field Supervisor (FS-3, FS-5, FS-7) and Band 3 levels.
  • Prepare and administer the unit budget.
  • Secure resources and services required for unit and terminal operation.
  • Maintain active contact with external partners, including government agencies such as the Transportation Security Administration (TSA), U.S. Customs and Immigration and Naturalization, as well as airline managers, contractors and other Port Authority units.
  • Represent the facility in negotiations with FAA and international airlines at the semi-annual International Air Transport Association (IATA) Slot Conference.  The IATA conference optimizes facility utilization and provides realistic gate availability calculations to airline schedulers. 
  • Manage the International Facility and related areas of Terminal B.


Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor’s Degree in Aviation, Planning, Transportation, Engineering, Public Administration, or related field from an accredited college or university.
  • Minimum five (5) years of work experience in terminal, airline or airport transportation operations or a minimum of seven (7) years of overall operations experience outside of these areas.
  • Demonstrated ability to supervise professional, represented and clerical staff.
  • Experience in the management and oversight of service contractors.
  • Ability to report to work expeditiously in response to airport emergencies, inclusive of snow emergencies, 24 hours per day, seven days per week.



Ideal candidates will present the following profile:

  • Thorough knowledge of Port Authority and Aviation operating policies and procedures, including those related to administrative procedures in the areas of administration, budgeting, staffing and contract development/management.
  • Experience in emergency and safety management roles.
  • Knowledge and skill to manage multiple lines of business with the ability to prioritize effectively
  • Ability to effectively interact with PA and external senior management and officials.
  • Experience using computer software programs, such as Microsoft Word, Outlook, PowerPoint and Excel.
