Responsibilities

It is a rewarding time to be on the Office of Environmental and Energy Programs team. Sustainability is one of the Port Authorities five core priorities.  In October, 2018 the Port Authority of New York and New Jersey became the first public transportation agency in the United States to embrace the Paris Climate Agreement, setting aggressive interim greenhouse gas (GHG) reduction targets that set a 35% reduction by 2025 and reaffirmed the agency’s commitment to an 80% reduction by 2050.

The Port Authority is aggressively working to reduce its carbon footprint and seeking to reduce emission throughout the transportation sector. The Sustainability Manager will have an integral role in advancing current initiatives, developing additional GHG reduction projects and evaluating emerging technologies. 

Responsibilities:

Reporting to the Director’s Office, Office of Environmental and Energy Programs, the incumbent is responsible for overseeing programs that reduce environmental impacts associated with energy, water, and other resource consumption. The primary focus of the Sustainability Manager is implementing programs that reduce Scopes 1, 2 and 3 GHG emissions. The Sustainability Manager also directs programs that improve utility efficiency, waste reduction, air quality improvements, environmental justice guide implementation, climate resiliency, and evolving projects in support of the Port Authority Sustainability Policy.  
These responsibilities are accomplished through the following functions: 

  • Advancing GHG reduction programs, focusing on:
    • Transitioning to electric buses and electrification of the PA Fleet
    • Identifying opportunities and implementing solar projects
    • Guiding incorporation of “best in class” sustainability measures and practices in airport redevelopment projects
    • Advancing electrification of aviation ground support equipment 
    • Advancing electrification of port cargo handling equipment  
  • Actively participating with a broad range of leading environmental coalitions 
  • Providing support and guidance to staff in implementing sustainability initiatives and applying sustainability principles to operations.
  • Supervision of staff and consultants to complete and verify the Port Authority’s annual agency-wide GHGs and Criteria Air Pollutant Inventory.
  • Serve as the Port Authority’s technical lead on annual updates to the GHG forecast and calibration of any interim GHG targets
  • Supervision of staff and consultants submitting annual sustainability reporting to: CDP, Airport Carbon Accreditation, and the Port Authority’s Annual Report
  • Manage the water data tracking initiative: guide staff in managing billing and tracking for water accounts, utilize the Port Authority’s Utility Management Platform and EPA Portfolio Manager, which track energy and water usage throughout PA facilities. Apply this information to prioritize conservation projects.
  • Promote and enhance sustainable design and climate resiliency, collaborating with Engineering and other departments
  • Identify potential air quality emissions reduction projects across the agency; quantify environmental impacts within project evaluations, cost benefit analyses, and life cycle analyses.  Evaluate air emissions impacts of projects and procurements.
  • Oversee implementation of the Environmental Justice Guide 
  • Establish working groups across the agency to address regulatory and sustainability matters, including new regulations or new internal policies/programs.
  • Work with internal and external stakeholders to develop new sustainability programs and policies, such as: environmentally preferable procurement and waste diversion.
  • Represent the Port Authority on environmental, sustainability, and resiliency task forces, workgroups, and multi-agency efforts.  
  • Liaison with external regulatory and resource agencies, not-for-profit organizations, and academic institutions. Promote PA sustainability efforts. 
  • Assist with new initiatives, as they arise, that support the Port Authority Sustainability Policy.

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor’s degree in economics, business, planning, environmental sciences, sustainability or similar technical field. 
  • A minimum of seven (7) years (or 5 years and a Master’s degree) of progressively responsible experience in environmental management, environmental policy, or related discipline.
  • Selected candidate will be required to pass a Federal Security Background check.

Desired

Ideal candidates will present the following profile:

  • Advanced degree in business, sustainability, planning, environmental policy, or related field
  • Knowledge, skills and experience in the field of sustainable practices and operations, project evaluation, and cost-benefit analyses
  • Knowledge, skills and experience in various sustainability reporting frameworks, including CDP, GRI, Airport Carbon Accreditation, and in GHG forecasting and targeting methods, including familiarity with the Science Based Targets Initiative
  • Demonstrated strong leadership skills with demonstrated abilities to supervise and motivate staff. 
  • Excellent interpersonal, oral and written communication skills, including building strategic relationships and partnerships
  • Self-starter that can improvise quickly, manage time with minimal supervision and navigate bureaucracy effectively
  • Demonstrated knowledge of environmental regulations and federal/state government processes
