About the Role

 

The Tunnels Bridges and Terminals Department (TB&T) is seeking a Sr. Financial Analyst in the Financial Services unit. Reporting to the Supervisor of Financial Analysis, the selected candidate will be responsible for monitoring the day-to-day financial aspects of toll revenue operations for TB&T.

The successful candidate will work closely with the TB&T E-ZPass Unit in the financial analysis of E-ZPass functions including, but not limited to: E-ZPass Unit Budget Tracking and development; Toll system financial monitoring and tracking; Financial unit back-up and report generation in Excel, MS Access and PowerBi. 

 

Responsibilities

  • Forecast and Track key E-ZPass Budget Line Items– Monitor monthly tolling programs’ budget spend and perform in-depth variance analysis. Review Monthly Customer Service Center (CSC) and Roadside tolling system invoices. Independently monitor E-ZPass Transponder volumes and validate against fulfillment cost invoice. Review credit card fee expense, monthly accruals and create annual credit card fee budget. Perform financial analysis/validating financial projections for Tolling Programs authorizations.

 

  • Monitoring CSC and Roadside Toll System– Monitor transaction processing for financial activities. Maintain leakage database in MS Access. Edit and create SQL scripts for roadside and csc databases to develop new monitoring techniques.

 

  • Develop a thorough understanding of E-ZPass Finance and Traffic Analytics. Provide back-up for Supervisor, E-ZPass Financial Analysis along with Toll Forecasting & Traffic Analytics functions. 

 

  • Develop ad-hoc analysis, reports, and presentations; prepare responses to internal and external inquiries from upper management and executive staff. Perform financial analysis and validate financial projections for tolling programs authorizations. Formulate and consolidate financial data for monthly financial close.

 

  • Interfaces with other departments, including: Comptrollers, Management and Budget, Office of Financial Planning, Procurement, and Treasury.

 

Minimum Qualifications

 

  • Bachelor’s Degree in Finance, Data Science, Planning, Business / Public Administration, Operations Research, Engineering, and/or Accounting or related fields from an accredited college or university.
  • Demonstrated ability to perform financial evaluations and summarize results for non-financial staff with demonstrated ability to interpret and communicate complex information accurately and clearly. 
  • Two or more years of related experience in the following categories: performing data analytics, database management, research, gathering data, and providing resource and funding recommendations.
  • Excellent analytical skills and the ability to identify multi-disciplined issues and recommend solutions/alternatives.
  • Demonstrated, advance knowledge of Excel  

 

 

Desired Qualifications

 

  • Demonstrated knowledge of financial, budgeting and accounting structures.
  • Demonstrated knowledge of SAP/AVM, Budget PRO (Hyperion-based).
  • Experience with SQL, including SQL tuning and advanced SQL queries using Oracle.
  • Ability to interact with internal and external staff at all levels.
  • Demonstrated ability to handle multiple tasks and projects with competing time constraints.
  • PC proficiency with experience in Microsoft Office applications, with strong experiences in Excel, Access, Power BI, Word and PowerPoint.
  • Possess excellent written and oral communications skills and the ability to work both independently and as part of a team.
