About the Role

 Reporting to the Senior Program Manager for Aviation, the Project Manager will be working on assigned capital, operating and sustainability projects to upgrade/enhance/install airport infrastructure at various PA airports. As a technical project manager, the selected candidate will be responsible for managing the various aspects of project life cycle from conception to completion primarily for the Stewart International Airport (SWF) projects. The project manager shall also work on assigned sustainability projects at all PA airports (LGA, JFK, EWR, TEB and SWF) and support the Sr. Program Manager with the delivery of Aviation’s sustainability portfolio.

Overall responsibilities include management of the various aspects of project life-cycle including but not limited to project initiation, planning, execution, monitoring/controlling and closing for each assigned project. In addition, the candidate will engage the Engineering Department in planning and design efforts for various projects identified by Aviation.  The position requires a strong technical background as well as operational awareness to effectively implement projects in the operating environment of an airport

 

 

Responsibilities

  • Day to day project management including but not limited to project planning/initiation; attend and organize meetings and site visits; resolve technical issues in coordination with Facility and Engineering technical leads and other stakeholders.
  • Review design/construction documents including cost estimates and schedules for bidding.
  • Ensure the timely completion of projects within scope, schedule, and budget.
  • Establish and monitor project schedules and budgets.
  • Stakeholder engagement. Analyzes and addresses potential questions and issues raised by all stakeholders.
  • Ensure all required permits or agreements with regulatory authorities are secured.
  • Prepare high quality Board documents.
  • Interacts with internal and external stakeholders in accordance with an agreed upon communications plan for timely, accurate information; negotiates, mediates, and resolves conflicts.
  • Provides periodic reports for review by senior management

 

Minimum Qualifications

 

  • Bachelor’s degree in engineering or architecture from an accredited college or university.
  • At least 3 years of experience in design, construction and/or project management.
  • Any transportation or infrastructure Project Management experience.
  • Ability to travel to various airports for meetings and/or site visits.
  • Must possess a valid driver’s license.

 

 

Desired Qualifications

 

  • Any related Project Management experience in government or public agency field.
  • Self-starter with ability to work independently and prioritize assignments. 
  • Ability to lead or moderate technical discussions with PA Engineering leads and Facility.
  • Demonstrated experience in project management, engineering design, architecture, and/or construction fields including establishment of project plans, setting priorities, and incorporating facility operations and security requirements into project plans.
  • Demonstrated knowledge of physical plants/assets, analysis of problem, obtaining the necessary resources from the various stakeholders.
  • Demonstrated experience in managing and influencing diverse work groups and project teams.
  • Demonstrated experience in decision-making and problem solving.
  • Demonstrated knowledge of capital planning and assessment, cost-benefit and life cycle cost analyses, project planning and development, and risk management protocols.
