About the Role |
Major Capital Projects has overall responsibility for the design and construction delivery of the new Midtown Bus Terminal (MTBT), the construction management of the core and shell of the new Hudson Tunnels for the Gateway Development Commission, planning for the Cross Harbor Freight Program (CHFP), and other projects assigned to it. Reporting to the Chief, Major Capital Projects (MCP), the Director, Construction is a vital member of the Major Capital Projects senior leadership team and is a key agency position for delivering the above mega-projects. Key to success in this role will be ability to operate in an fast paced, intense environment of design, construction, and program delivery with third party stakeholders. |
Responsibilities |
- Deliver Major Capital Projects (MCP) Capital and Operating Construction Projects, including but not limited to planning, design, construction, administration and completion of trade contracts and consultant agreements, creating and managing to yearly & multi-year budgets, and utilization of multiple methods of delivery (design-build, design-bid-build, Construction Manager Guaranteed Maximum Price, et al.). Our projects include the new MTBT, the core and shell of the new Hudson River tunnels (4 separate contracts) as a supporting partner of the Gateway Development Commission (GDC) and other projects assigned to MCP.
- Effectively lead the utilization of consultant staff and the management of consultant agreements in support of the Agency’s Capital Plan and delivery of the projects.
- Mitigate, manage and successfully resolve contract disputes, changes and claims, including expert interaction with stakeholder line departments, the law department, dispute resolution boards and the Gateway Development Commission.
- Deliver Executive presentations on project status, reporting of salient issues and expert support for the Agency’s Capital Delivery including operating, line and staff departments, local, regional, state and federal government agencies, local communities and business partners.
- Executive monthly reporting for budget status and adherence to operating and capital plans including current year and multi-year plans, and total project authorizations.
- Resolve technical issues on all MCP and stakeholder projects, including code-related issues critical to projects. Must have the ability to interpret building and industry codes and work with the Authorities Having Jurisdiction and all design disciplines is essential.
- Provide mentoring and guidance for early career individuals including MCP interns, MCP Associates, and outreach programs such as the MCP Explorers.
- Ensure the growth and development of MCP staff to develop and sustain a diverse and inclusive workplace including setting of performance objectives, monitoring and providing feedback on progress, developing reach assignments, ensuring succession plans, filling department vacancies, and partnering with Human Resources on personnel issues.
- Supervise site safety for MCP contracts and GDC projects, including interfacing with facility operations, PA Police Department, FDNY and other partners such as NJ Transit and Amtrak.
- Provide constructability reviews for all MCP programs including the MTBT, Hudson Tunnel contracts & Cross Harbor, etc.

Minimum Qualifications |
Candidates must possess the following qualifications to be eligible for the position: - Bachelor’s degree in Architecture, Engineering, Planning or a related from an accredited college or university and at least 10 years of experience in the field.
- Minimum of 10 years of progressively responsible experience managing diverse
teams of in-house and consultant staff on major capital projects, preferably at the mid to senior level. - Demonstrated leadership, problem solving, and conflict resolution skills including the ability to embrace obstacles and think out of the box and resolve matters in a collaborative manner.
- A high comfort-level with facilitating discussions between multiple stakeholders with multiple opinions and experiences.

Ideal candidates will possess the following profile: - Management of a multibillion-dollar mega project from inception to completion.
- Professional Engineer’s or Registered Architect’s License
- Possess a track record of high potential and performance.
- Excellent interpersonal skills, including demonstrated experience interacting with
executive management and construction professionals within and outside the Port Authority. - Excellent verbal and written communication skills, and able to produce clear and well-structured memos and presentations.
- Possess effective listening skills.
- Excellent judgment and ability to grasp complex subject matter and communicate.

individuals at various levels of the organization to achieve desired outcomes. - Demonstrated ability to establish comprehensive, detailed plans with specific.
timeframes, milestones and deliverables necessary to meet or exceed project goals. - Proficiency with Microsoft Office products, Adobe Applications, Program Management Software
- Ability to drive innovative ideas around new technology and processes.
