About the Role
Reporting to the Lead, Aviation Data Analytics, Tech & Forecasting, the Manager, Aviation Technology and Digital Services will bring the expertise necessary to implement the department’s IT service delivery vision, manage Aviation’s cutting-edge digital strategy, and coordinate the department’s cybersecurity posture.
The manager will be responsible for the management and enhancement of Aviation technology systems and digital solutions for the Aviation Department (Department). The manager will ensure that all Aviation technology meets regulatory standards, is up to date with industry advancements and supports operational efficiency. The candidate will work closely with the Port Authority Technology Department (PA TD), including the Web Services and Cybersecurity team, and Aviation business units to integrate new technologies and optimize existing systems. The manager will oversee a team of technology specialists.
Responsibilities
The successful candidate’s responsibilities will include, but are not limited to:
IT Service Delivery Strategy & Support
- Provide leadership and support of current and new technology vendors for Aviation contract owners to ensure appropriate systems are in place to support the business efficiently, effectively, and ensuring value for money
- Assist Aviation contract owners with projects delivered by PA TD serving as the Aviation Technology representative for Department projects
- Address Department requests for technology development, technical specifications, technological components within bid documents, technology research and deployment of technological devices at all Aviation facilities
- Manage and catalog, in existing enterprise software, the detailed specifications of the Department’s operational and informational technology systems
- Collaborate with PA TD and Aviation stakeholders to regularly assess the health of the Department’s technology landscape against enterprise compliance, risk, security, sustainability, and regulatory requirements. Detect critical deficiencies, legacy and technical debt, and recommend solutions for improvement
Digital Services
- Manage an innovative Aviation Digital Platform and Program with associated information management integration strategy and processes that will support development, strategic direction and establishment of technology priorities for new and existing operations
- Guide the implementation and evolution of the Aviation digital strategy to support the department’s mission and core objectives and align its strategy to the agency’s technology strategies
- Continuously monitor and evaluate platform performance, including usage metrics, to assess platform health and make maintenance/refresh/retirement recommendations and decisions
Cybersecurity
- Serve as the Department’s Cyber Risk Business Manager responsible for evaluating and mitigating Aviation technology systems for cybersecurity risks
- Act as the primary point of contact between the cybersecurity team and the Aviation Department. Reponsible for maintaining a strategic relationship with the agency cybersecurity team to ensure that cybersecurity is incorporated into the culture of the Department
- Serves as a liaison between the contract owner and/or systems security engineer and coordinates with system owners, common control providers, and system security officers on the allocation of security controls as system-specific, hybrid, or common controls
- Assist the agency cybersecurity team in assessing if Aviation assets are protected in accordance with all policies, controls, industry standards and frameworks. Support the development and maintenance of a comprehensive information compliance program that encompasses all aspects of the organization’s information management life cycle
Minimum Qualifications
- Bachelor's degree in technology, computer science, information systems, cybersecurity or a related field
- Minimum of 5 years progressively responsible experience in technology or information systems or related field with at least 2 years in a supervisory or managerial role
- Strong knowledge of the end-to-end technology capabilities and associated technology components required to design, build, integrate, deploy, secure and monitor IT systems
- Demonstrated ability to communicate complex technical information in a condensed manner to various stakeholders verbally and in writing
- Strong interpersonal skills and ability to build strong relationships and collaboration across diverse and matrixed stakeholders and clients
- Demonstrates an awareness of internal and external dynamics, and an acute perception of the dimensions of business issues. Develops approaches and solutions that are clearly linked to the organizational strategies and goals for optimal performance.
Desired Qualifications
- Master's degree in technology, computer science, information systems, cybersecurity or a related field
- Any Aviation/Airport/Transportation technology systems experience
- Strong understanding of current cyber threats, regulatory frameworks and information security technologies
- Exposure to multiple, diverse technical configurations, technologies and processing environments
- Understanding of product management, agile principles and development methodologies and capability to support agile teams by providing advice and guidance on opportunities, impact and risks, taking account of technical and architectural debt
- Familiarity of full-stack knowledge of IT infrastructure that includes Applications, Databases, and Operating systems — Windows, Unix and Linux
- Strong working knowledge of IT service management (e.g., ITIL-related disciplines) that includes Change management, Configuration management, Asset management, Incident management, and Problem management
