About the Role

 

 

The Port Authority of NY & NJ Engineering is a diverse and award-winning national leader in innovative planning, design, and construction of the most critical links of regional and national transportation infrastructure spanning New York and New Jersey. The Port Authority is seeking an Engineering Program Manager, Environmental. Reporting directly to the Chief Civil and Environmental Engineer, the successful candidate will lead environmental design staff to deliver projects, ensure environmental compliance, and play a critical role to keep the region moving

 

 

Responsibilities

  • Lead staff and consultants to accurately interpret and apply environmental regulations and compliance requirements to projects.
  • Create and maintain partnership with federal, state and local agencies with environmental jurisdiction including the USEPA, NJDEP, NYDEC, NYCDEP and Army Corps of Engineers to interpret the various environmental laws, codes and requirements of those agencies and provide expert advice and guidance.
  • Lead the design development of environmental design and permit preparation and ensure that a comprehensive permit register is used to track and manage permit list for each project.
  • Perform QA/QC of construction documents, permits and applications for both in- house and consultant work for compliance with Authority guidelines and external requirements.
  • Strategically and proactively address environmental matters by providing subject matter expert advice on the best course of action aligned with agency priorities.
  • Represent Environmental Engineering at meetings with internal and external stakeholders.
  • Ensure that the environmental portion of projects and efforts are on time and on budget. Work with the Chief Civil & Environmental Engineer to resolve scope, budget or schedule issues.
  • Oversee and manage several Senior Principal Engineers and Principal Engineers
  • Provide technical assistance to Law, Real Estate, Line Departments and other Authority departments as necessary.
  • Represent the Chief Civil & Environmental Engineer, as required, on complex environmental technical matters

 

Minimum Qualifications

 

  •  A Bachelor of Science degree in Civil or Environmental Engineering from an accredited university or college
  • Experience managing and designing environmental projects related to remediating soil and groundwater contamination, environmental site investigations, asbestos and lead abatement, environmental compliance at transportation facilities in New York and New Jersey.
  • In-depth understanding of the related Federal, State and Local regulations and regulatory processes, and be familiar with the State (NJ & NY) and local municipality regulatory agencies personnel and processes. 
  • A minimum of 12 years of progressively responsible experience in the aforementioned areas is required with a minimum of 5 years managing environmental engineers/scientists engaged in the aforementioned areas.
  • Excellent verbal, communication and organizational skills
  • A Professional Engineer’s license for New York or New Jersey is required
  • Must possess a valid driver’s license  

 

 

Desired Qualifications

 

  • A professional Engineer’s license for both New York and New Jersey.bas
  • Experience working at Aviation, Rail and Marine facilities
