About the Role

 

The Tunnels, Bridges and Terminals Department (TB&T) is seeking a Program Manager for Technology and Special Projects in the Project Management unit. Reporting to the Sr. Program Manager, the selected candidate will provide daily supervision, guidance, and leadership to the Senior Project Managers and Project Managers assigned to the Technology and Special Projects portfolio. The incumbent will assume responsibility for management and delivery of the Capital Plan as well as the Agency Major Maintenance Program (AMMP) for technology-related projects and special projects across all TB&T facilities. In addition, the incumbent will directly manage specific key project(s) and be responsible for the following: 

 

 

Responsibilities

  • Problem solving to deliver a high-visibility, multi-facility program that includes projects with complex budgets, dynamic schedules, unique procurement methods, and that involve maintaining or improving facility operations via new technology.
  • Overseeing all aspects of program delivery for the Technology and Special Projects portfolio; including developing scope, schedule, and budget; analyzing project risk; developing procurement strategies; project planning; project reporting; process improvements to reduce cost and/or delivery time; and prioritizing projects based on limited resources.
  • Leading, developing, and motivating assigned project managers and senior project managers, and balancing workload among staff.
  • Supervising the preparation of high-quality authorization documents and presentations for project-related Board items, the Capital Planning Oversight Committee (CPOC), and agency executive management.
  • Coordinating within TB&T with project stakeholders in facility management, asset management, and other departmental units; and collaborating across departments with project stakeholders in Engineering, OSEC, ODEI, Government & Community Affairs, Media Relations, Law, Sustainability, Technology, Security, and Operations Services.

 

Minimum Qualifications

 

  • Bachelor's degree in Engineering, Architecture, or related discipline from an accredited college or university
  • A minimum of five to seven years of progressively responsible experience in complex transportation related infrastructure projects and program management, with five years of direct or indirect supervisory experience in design, procurement and construction.
  • Applicants must meet all performance and attendance standards and have completed all probationary periods. 

 

 

Desired Qualifications

 

  • Demonstrated experience in project management, engineering design, architecture, and/or construction fields, including establishment of project plans, setting priorities, and incorporating facility operations and security requirements into project plans.
  • Proven ability to manage projects of significant complexity and risk and effectively utilize limited available resources to achieve complex goals.
  • Demonstrated knowledge of the principles, methods, and tools for developing, scheduling, coordinating, estimating, and managing projects and resources, including monitoring and/or reviewing costs, work, and contractor performance.
  • Demonstrated analysis of problem solving, negotiating and conflict resolution skills.
  • Demonstrated decision-making skills and the ability to influence diverse work groups.
  • Substantive knowledge of Port Authority policies and procedures related to project management systems, administration, the capital authorization and agenda review processes and document control.
  • Demonstrated knowledge of capital planning and risk assessment, cost-benefit and life cycle cost analyses, project planning and development, and risk management protocols.
  • Proven ability to develop program and project strategies to achieve business goals and to understand their impact on various stakeholder within and outside the Port Authority.
  • Recognized leadership qualities in the guidance of Staff Departments’ efforts to deliver program and project objectives.
  • Excellent oral and written communication skills and interpersonal skills
  • Possess a valid Driver's license.
  • Professional Engineer or Registered Architect license in New York or New Jersey is desired.
  • Project Management Professional (PMP) certification is desired.
