About the Role

Reporting to the Program Manager, Capital Projects, CPMD, the selected candidate will be responsible for supporting all financial analyses related to the delivery and performance of PATH’s capital and operating program.

Responsibilities

  • Perform qualitative and quantitative analysis as well as considering risk factors of the Capital Plan to determine compliance with established performance criteria in accordance with PATH’s Capital Plan goals, agency performance metrics, and impact on future operations.
  • Perform project performance analysis, to support monthly, quarterly and yearly performance reporting on actual and forecast performance against plan.
  • Assist in the development of PATH’s annual Capital Budget and revisions to the long-term Capital Plan.
  • Assist in the development of PATH’s annual Operating budget.
  • Provide analytical support for the development of standardized project/program performance metrics and reports.
  • Draft and lead approval process for Board items, Memoranda of Justification and Authorization, Capital Project Oversight Committee items and other documentation needed for project approvals and authorization. 

Minimum Qualifications

  • Bachelor’s Degree from an accredited college or university in Finance, Planning, or related fields
  • Minimum of five years’ experience of capital project/planning experience (can be substituted with related experience)
  • Applicants must meet all performance and attendance standards and have completed all probationary periods.
  • Expertise with MS Office applications and experience with corporate financial and project management systems such as ICMS/COGNOS and SAP

Desired Qualifications

  • Masters or advanced degree from an accredited college or university in planning, finance, data analysis, or related fields.
  • Demonstrated multi-tasking capabilities and the ability to establish and manage critical priorities.
  • Knowledge of project planning and management processes and procedures as well as clear understanding of cross-departmental interrelationships.
  • Demonstrated superior analytical, problem solving, decision-making, conflict resolution and interpersonal skills.
  • Experience in managing and influencing diverse work groups, project teams and internal stakeholders.
  • Ability to establish plans and priorities.
  • Organize human, physical, and financial resources to achieve department goals and optimal outcomes.
  • Excellent organizational and communication (oral and written) skills with the ability to present technical and financial information in a clear, concise, and informative manner to senior management and stakeholders; and
  • Proven ability to identify problems, assess the accuracy and relevance of information, ability to generate and evaluate alternatives and to make recommendations.
