About the Role

 

NOTE: The selected candidate will be required to pass a PAPD background check.

 

The Security Administrator, reporting to the OCSO Manager of TB&T Security, provides support to all departmental efforts in the planning and execution of strategic security related initiatives at the Holland Tunnel (HT) and Leased Properties (LP) and will be the primary point of contact for all security matters. This includes management and accountability of the unarmed security guard force contract, tracking, and developing and updating standards and guidelines, performance metrics, and developing post orders. Additionally, the Security Administrator will be responsible for oversight and operational availability of the Holland Tunnel’s security technology by facilitating a maintenance contract to assure proper preventive and corrective maintenance. The Security Administrator is responsible for supervising the operation of the TB&T Security Operations Center (TB&T SOC), CCTV systems, access control systems, and other related security technology used in the TB&T SOC. The Security Administrator will create and update TB&T SOC procedures, post orders, performance metrics and is responsible for the supervision of all operational and administrative functions.

 

The Security Administrator will be required to assist other members of the TB&T Security group with obligations and initiatives, when necessary, at any of the TB&T facilities (George Washington Bridge and George Washington Bridge Bus Station, Holland Tunnel, Lincoln Tunnel, Port Authority Bus Terminal & Staten Island Bridges (Bayonne, Goethals, and Outerbridge Crossing), The Port Authority Technical Center (PATC)), the Teleport and any other locations which the group is responsible for.

 

 

Responsibilities

  • Managing represented security guard force at the Leased Properties.
  • Managing contract security guard personnel/operators at TB&T SOC.
  • Ensuring adequate supervisor and post coverage for 24/7 security operations at Leased Properties and TB&T SOC.
  • Developing/updating post orders and enforcing security policy procedures and rules at the Leased Properties and the TB&T SOC.
  • Supervising the operation of the TB&T Security Operations Center (SOC) and all associated CCTV, access control systems, and other related security technology use and deployment.
  • Coordinating with Leased Properties staff, Holland Tunnel facility operations and maintenance staff, Holland Tunnel police and security technology vendor to resolve routine and evolving security issues.
  • Identifying and evaluating performance metrics related to access control and CCTV, as well as security guard and SOC operations performance.
  • Communicating and coordinating with operations, maintenance, management, security and PAPD staff, as well as external stakeholders to advise them of any known security issues.
  • Facilitating the resolution of operational issues to include deployment of physical, technological, and operational security solutions at the Holland Tunnel, Leased Properties and TB&T SOC.
  • Maintaining an inventory and service status of security technology at HT and develop plans for remediation as needed.
  • Leading security related projects and act as the security liaison on non-security projects at TB&T facilities and assets.
  • Performing Security Site Surveys and risk assessments as directed.
  • Following security industry standards and best practices for security considerations and guidance.
  • As directed, manage new security projects and directives as they arise.

 

Minimum Qualifications

 

  • Bachelor's degree in Security, Technology, Criminal Justice or related field from an accredited college or university, or comparable work experience in the security field with an exceptional record of performance.
  • Five (5) years of progressively responsible experience in security operations, guard force management, security operations center management and in CCTV and access control system management.
  • Demonstrated experience working with organized labor and within labor agreements.
  • Demonstrated experience developing metrics, performing analysis, and producing reports.
  • Must meet performance and attendance standards and have completed all probationary periods at the time of appointment to the position.
  • Must be able to work occasional overtime hours and weekend and evening hours as circumstances may dictate, including response to facilities during security and/or weather emergencies.
  • Must be able to attend meetings and work at TB&T facilities, World Trade Center, and the Port Authority Technical Center as needed.

 

 

Desired Qualifications

 

  • In-depth understanding of and experience in guard force management, security technology and industry best practices, policies, and procedures in a transportation environment.
  • Experience and knowledge of the principles, methods, and tools for developing, scheduling, coordinating, and managing initiatives and resources.
  • Solid interpersonal skills to interact with staff at all levels, supporting departments, consultants, and outside agencies.
  • Proven ability to identify problems, assess the accuracy and relevance of information, use sound judgment to generate and evaluate alternatives, develop consensus, and make recommendations.
