About the role:
 
The Senior External Relations Client Manager is a member of the Government and Community Relations-New York department (GOCOR-NY). It will support and serve as liaison to one or multiple line departments and/or NY facilities (ex. Major Capital Projects, TB&T, Aviation, Port Department). The selected candidate will interact with NY elected officials and community stakeholders and will provide guidance on government, community, political and public issues to support the advancement of the Port Authority’s mission.
 
 
Responsibilities include, but are not limited to:
  • Develop, manage, and maintain external relationships/partnerships with elected officials and staff at the federal, state, and local level, community and civic groups and industry stakeholders.
  • Advise line department directors, division management and staff on policy matters, political issues, strategic initiatives and public outreach.
  • Coordinate community and political outreach and events for projects, including identification of impacts and potential mitigations to reduce adverse impacts, and work with government agencies to gain necessary approval for line department projects.
  • Plan, develop and execute (in coordination with appropriate internal stakeholders) events to announce milestones, advance projects, issues and priorities of the department and the agency.
  • Manage external negotiations and communications with elected officials and community stakeholders.
  • Gain subject-matter proficiency and review or summarize reports to share information internally and externally.
  • Attend, speak on behalf of, and represent the agency at stakeholder meetings, or public and community forums. Prepare or review presentations or other materials for external meetings. Coordinate and facilitate attendance of internal subject-matter experts at external meetings, as needed. 
  • Follow and gain knowledge of federal and state legislation related to the transportation industry to draft memorandums, policy reports, position letters, develop public outreach campaigns and plan elected official advocacy strategies.
  • Respond to stakeholder correspondence, in consultation with relevant internal stakeholders, and support internal press team, as needed, to respond to press inquiries.
  • Other related tasks, including leading or supporting other agency community relations programs or initiatives, as assigned and needed. 
Qualifications
 
Candidates must present the following qualifications to be considered eligible for this position:
  • Bachelor's degree in government/political science or a related field from an accredited college or university.
  • Minimum 4 years relevant experience.
Desired
 
Ideal candidates will present the following profile:
  • Advanced degree desirable.
  • Bilingual (fluent in second language from list of most common non-English languages spoken in NY).
  • Relevant experience in the executive, legislative, or federal government office(s).
  • Strong writing, research, oral communication and interpersonal skills to interact effectively with Port Authority staff at all levels as well as external stakeholders and elected officials.
  • Demonstrated experience successfully establishing working relationships and finding opportunities to enhance relations with internal and external stakeholders.
  • Must be a self-starter, be able to work independently, organize work and prioritize multiple assignments within established deadlines to keep projects moving while managing dynamic challenges and issues.
  • Understand the complexities of project development and implementation knowing when it is necessary to lead and/or work as a supportive member of the team.
  • Strong knowledge of all the players on federal, state and local political landscapes being able to draw corollaries to issues of concern to GOCOR and the agency.
  • Strategic thinker with demonstrated conflict resolution and negotiation skills and a high degree of political acumen to execute tasks diplomatically and successfully.
