About the Role:

The Human Resources Department is looking for a Senior HR Financial Analyst to join the HR Operations team. The Senior HR Financial Analyst is a multi-dimensional professional with broad costing analysis expertise and accountability for providing analysis and insight regarding the financial ramifications of benefits and human capital decisions. 

 

Reporting to the Manager, HR and Labor Financial Analysis, the Senior HR Financial Analyst is responsible for processing the monthly payment of fees, premiums and claims to benefits carriers, analyzing and reporting the financial impact of the benefits offered to employees, retirees and their dependents as well as developing costing analysis for various HR initiatives. The Senior HR Financial Analyst evaluates and performs extensive financial analyses that support department and corporate objectives, benefits projects, benefits plan design alternatives (medical, prescription, vision, dental, life), collective bargaining planning, and compliance with federal, state, and local government regulations. This position participates in collective bargaining sessions as a resource regarding healthcare benefits costing and also functions as backup for labor relations costing.

 

Responsibilities include but are not limited to: 

  • Process the monthly carrier billing and payments for premiums, claims, and fees and handle internal reconciliations and with benefits carriers with sign off by the Program Director, HR Operations.
  • Update and maintain monthly the excel financial database that tracks all benefits expenses and refunds.
  • Analyze cost trends monthly and prepare and track forecasts and estimates of the annual employee benefits budget (medical, dental, life insurance, long term disability) for PA and PATH actives and retirees. The estimates are used by the Management and Budget Department (MBD) to calculate agency payroll factors.
  • Develop active and retiree premium rate structures for the medical and dental plans.
  • Perform financial analysis of benefits costs and savings for new programs and initiatives and as part of collective bargaining needs. Participate in bargaining sessions when health benefits proposals are on the table.
  • Perform cost analyses for human resources initiatives and special projects including workforce planning.
  • Provide Other Post Employment Benefits (OPEB) financial information and support the OPEB valuation process, which affects the agency’s annual financial report.
  • Support regular internal/external audits of the benefits programs and the annual corporate financial audit regarding benefits costs and provide regular financial reports to the Comptrollers and MBD Departments regarding benefits costs.
  • Prepare the quarterly payroll information to be published on PA website.
  • Serve as a backup for labor relations costing as it relates to union negotiations.
  • The Senior HR Financial Analyst will collaborate with Benefits staff and demonstrate a strong understanding of financial analysis, benefits, and human resources functions as well as quantitative analysis and reporting skills.

Qualifications:

  • Bachelor's degree in Finance, Business Administration, or a related field.
  • 3 years of work experience in financial and/or human resources data analysis and reporting experience.
  • Advanced Microsoft Excel skills and proficiency with Microsoft Office Suite.

 

Desired:

 

  • Excellent quantitative and qualitative analysis skills.
  • Strong analytical and problem-solving skills: able to identify problems and systematically gather relevant information; seek root causes of corrections / data integrity issues.
  • Master’s in business administration or related field.
  • Understanding of the collective bargaining process and working knowledge of union contracts and operations.
  • Excellent written, oral communication, and listening and interpersonal skills.
  • Willing and able to adapt and adjust to multiple tasks and demands, shifting priorities, ambiguity, and rapid change.
  • Ability to facilitate communication between technical resources and human resources generalists and specialists.
  • Ability to prioritize and execute tasks in time-sensitive situations with a keen attention to detail.
  • Ability to work across multiple teams and multiple projects simultaneously in a team-oriented, cross-disciplinary, collaborative environment.
  • Knowledge of HRIS systems, i.e., PeopleSoft with ability to analyze human resource data.
