Description
Responsibilities:
The PATH Planning & Analysis Division provides technical assistance, system development, planning and analytical support to PATHs key business, operations, and planning functions. The Project Manager Position will lead key initiatives and projects that will span multiple divisions and processes throughout PATH and will require proactive collaboration with subject matter experts and stakeholders across multiple disciplines and divisions within and outside of PATH. The ideal candidate will be a proactive self-starter, have demonstrated working experience building productive relationships across an organization, and proven ability to lead multi-stakeholder teams toward common goals, with a commitment to project scope, schedule and budget. The candidate must be highly organized, analytical, adaptable and capable of communicating and seeing through complex issues and initiatives.
Project portfolio will be diverse and guided by PATHs immediate operating requirements and long-term strategic needs. It shall include and not be limited to, leading and supporting roles on:
- Long-term PATH strategic planning and Redevelopment programs, including but not limited to Journal Square Transportation Center Redevelopment; Regional and local value-capture; Next-Gen PATH;
- PATH-wide projects and initiatives in the areas of business processes, technology, and policy, including but not limited to PATHs new fare payments system, fare policies, FTA grants and other Director-led priorities.
- Regulatory reporting Federal Transit Administration (FTA) National Transit Database (NTD) annual reporting, Title VI and other emerging requirements;
- PANYNJ/PATH internal reporting and data collection eg. Journal Square Bus Terminal activity;
- Building internal tools GIS map of PATH assets with PANYNJ Planning, Support build-out of a virtual PATH Library with PATH Contracts Administration, Visual collaboration materials to communicate PATH operations in current and future scenarios;
- Primary point of contact for select external (non-PATH/PANYNJ) projects impacting the PATH system and all elements of PATH/PANYNJ coordination. Draft legal agreements and Memorandums of Justification, logistical coordination, pursue reimbursement of PATH/PANYNJ costs incurred on behalf of external projects; and
- Innovation and new technology pilots.
Project Manager will directly report to Program Manager, Planning and Analysis. They shall
- Provide regular status updates and reports on progress on key initiatives, define obstacles, and provide implementation plans to resolve issues and mitigate risk.
- Manage the appropriate project resources and communicate priorities to Program Manager, with specific focus on the organization of project scope, schedule, and budget.
- Ensure alignment of project milestones and the ongoing needs of PATH operations and facility plans.
Qualifications:
Candidates must present the following qualifications to be considered eligible for this position:
- Bachelors Degree, preferably with a concentration in Urban Planning, Transportation Planning, Project Management, Public Administration, or other associated degree.
- At least five (5) years relevant working experience in transportation/public transit, urban planning, project management and related fields.
- Must be a self-starter, be able to work independently, organize work and prioritize multiple assignments within established deadlines to keep projects moving while managing dynamic challenges andissues;
- Valid Drivers License

Ideal candidates will present the following profile:
- Masters degree in planning, Public Administration, Project Management, Business Management or associated degree from an accredited college or university AND/OR Equivalent working experience;
- Demonstrated understanding of Port Authority and PATH agency structure, policies and procedures; Demonstrated experience establishing productive working relationships and opportunities with internal and externalstakeholders;
- Working knowledge of PATH operations, facilities and/or other Rail Transit and transportation systems; Working knowledge of local land use, zoning, and construction codes.
- Demonstrated conflict resolution, negotiation skills and political acumen to execute tasks and resolve challenges diplomatically. Demonstrated analytical skills and ability to develop and employ problem-solving approaches that are sensitive to organizational, community and customer concerns.
- Strong project management skills, including developing, implementing, and managing project plans, deliverables and schedules as well as managing contract staff.
- Excellent written, verbal and presentation skills including the ability to make concise presentations to a variety of audiences to support complex programs.
- AICP certification would be a major asset.
