 RESPONSIBILITIES:  

 

Under the direction of the Senior Program Manager, the successful candidate will be responsible for assisting in the development, coordination and delivery of a portion of the overall Newark Liberty International and Teterboro Airports Capital Plan and Operating Major Works portfolio with a focus on landside and terminal projects  

The day to day responsibilities include, but are not limited to: supervising the daily activities of Senior Project Managers and Project Managers in the initiation, planning, executing, monitoring and close out for assigned projects; identifying offsets to allow additional projects to be entered into the plan, ensuring compliance with the developed contract award plan; reviewing project scope to ensure desired outcome; ensuring projects are managed on schedule and on budget, reviewing and determining project risks, developing schedule recovery plans; ensuring key stakeholder involvement in the life cycle of the projects; will be responsible for coordinating with Engineering Design, Program  Management and Construction Management for quality/timeliness/cost efficiency of work delivered; oversight and review of outside Agency involvement and the executing of required agreements.  In addition, the successful candidate will review and participate in the preparation of Capital Plan Oversight Committee (CPOC), Gate Review documents, Contract Authorizations, Board Items and presentations and identify appropriate schedules to advance projects to the Board for authorization  

   

Qualifications:  

   

  • Bachelor’s Degree in Engineering or Architecture from an accredited college or university.
  • Minimum of 8 years, progressively responsible project management experience in concurrent, complex capital and operating projects; demonstrated experience supporting design, construction and procurement for construction contracts.
  • Demonstrated supervisory experience.
  • Demonstrated experience developing inputs, updates and reconciling the capital plan.
  • Demonstrated knowledge and understanding of projects funded through operating budget.
  • Demonstrated experience coordinating design efforts and/or construction activities.
  • Possess strong interpersonal, leadership, negotiation and problem solving and decision-making skills including demonstrated experience interacting with executive Management and key stakeholders.
  • Demonstrated experience planning, organizing and directing concurrent and complex construction projects and activities.
  • Demonstrated experience using project management systems and platforms including COGNOS, SAP, Primavera, as well as corporate systems such as People Soft.
  • Superior oral, written and presentation skills.
  • Possess valid driver’s license
  • Successful candidate will be required to apply, obtain and be able to maintain Security Identification Display Area (SIDA) Card and airfield driving privileges.

   

Desired:  

   

  • Registered Professional Engineer or Architect in the State of New York or New Jersey.
  • Certified Project Management Professional.
  • Demonstrated experience with Port Authority policies, procedures and capital authorization processes related to project development, implementation and management.  This includes Board and/or Contract Authorizations and preparation for CPOC gate reviews.
  • Demonstrated experience working on Aviation capital projects.
  • Demonstrated experience managing work groups of Engineers and/or Architects.
  • Demonstrated ability to develop complex strategies to deliver projects and be able to represent the needs of the Agency and Aviation Department to achieve broad business goals in the areas of airport operations, maintenance, facilities, asset management and airport redevelopment and to understand the impact on various stakeholders within and outside the PA.
  • Proven ability to work on fast paced projects of significant complexity and risk and effectively utilize limited available resources to achieve complex goals.
  • Demonstrated customer service, decision-making, problem solving and interpersonal skills.
  • Demonstrated experience in the assessment of cost benefit and life cycle cost analyses, project planning and development and risk management protocols.
  • Demonstrated experience with alternative procurement strategies.
