Description

The selected candidate will be required to undergo a background investigation conducted by the Port Authority Police Department (PAPD).  
  
Responsibilities: The Security Technology & Programs Department seeks a qualified “Security Systems Technology Application Specialist”.  Under the direction of the Security Technology & Programs Department, the candidate will be responsible for:  
  
Managing the Security Applications Maintenance Services (SAMS) contract, pertaining to the Authority’s Access Control Systems (ACS), Video Management Systems (VMS), and integrations.  
The Security Applications provide the Authority with an effective and efficient means to monitor and control access to critical and or sensitive locations at the Authority facilities. Each site has the required computers, subsystems and field equipment to operate independently of one another. The Security systems operational at the facilities are:   
  • Alarm Monitoring system (Lenel)
  • ID Badging System– comprised of Lenel OnGuard, IntelliSoft AirportICE, & HID SAFE
  • Mobile ID Verification system by Telaeris & Alutel
  • Video Management System (Intellicene, Avigilon, Genetec)
  • Video Analytics (BriefCam)
  • Converged Security & Information Management (Vidsys)
Work performed in all capacity must ensure that the systems in place remain in full compliance with Agency & Federal Regulations and all other applicable federal regulations as they are enacted by applicable governing agency.  
  
This role will provide management and oversight in support of the SAMS contract at all applicable locations throughout the Authority. The candidate will work with various departments throughout the Authority to add, modify, and incorporate changes to the access control and/or CCTV video management systems for improved operational functions. Tasks include but are not limited to:  
  
  • Develop scopes of work and review vendor’s submittals
  • Coordinate the efforts of contractors with various line departments.
  • Schedule and participate in change management meetings.
  • Develop implementation strategy and provide direction to contractors.
  • Define accountable tasks and milestones.
  • Assist with procurement and contract award.
  • Monitor project progress and issue resolution.
  • Ensure milestones are achieved satisfactorily.
  • Maintain a technical and contract documentation library.
  • Maintain and further develop the Authority’s security policies and procedures pertaining to physical security systems.
  • Provide and participate in security application training.
  • Participate in project status meetings.
  • Streamline and further develop processes pertaining to the SAMS contract.
  • Approve contract close-out documentation.
  • Review, comment, approve, and process invoice payments.
  • Manage contract SLAs.
  • Review system change requests submitted by facility and security management.
  • Ensure system change requests, user access requests, and application install requests are performed in a timely manner by the contractors.
  • Manage and forecast budgets, accruals, and track costs associated with the SAMS contract.
  • Stay current with new technologies and industry best practices.
  
Qualifications:  
Candidates must present the following qualifications to be considered eligible for this position:  
  • Bachelor’s Degree in Computer Engineering, Computer Science, Information Systems or a relevant Information Technology field; or five (5) years’ equivalent professional experience.
  • Must be able to occasionally work outside normal business hours, weekend and evening hours as circumstances may dictate, including response during security emergencies.
  • Proven experience with enterprise physical security systems
  • Proven ability with working on multiple projects and tasks concurrently, with minimal supervision
  • Experience with multiple hardware and software environments
  • Experience with maintaining a technical documentation library
  • Technology Experience
  • Access Control Systems (preferably Lenel)
  • Video Management Systems (preferably Intellicene/Verint)
  • Video Analytics, Server Virtualization, Clustering Technology
  • Biometric Readers, Smart Card Technology, Video Storage Solutions
  • Physical Identity Access Management (PIAM)
  • Physical Security Information Management (PSIM) & data analysis
  • Mining & migration across various database platforms
  • Proficiency in Windows OS, MS Office Suite, MS SQL Server, Scripting
  • Capable of travel within the Port District (generally the NY Metro Area) to Port Authority facilities for walk-throughs, evaluations, project meetings, etc. as required.
  • Candidate must pass a Port Authority Police background check.

  • Certifications in one or more of the following systems:
    • Intellicene (Verint) Video Management System
    • LenelS2 Access Control System
    • Genetec Security Center
    • Avigilon Control Center
    • BriefCam Analytics
  • Mission Critical systems hands-on troubleshooting experience
  • Proficiency and knowledge in the design and maintenance of large-scale security systems
  • Proven experience in the following areas:
    • SQL Databases, Technical Documentation, Basic Networking
    • Custom Report creation
    • Virtualization Products, Microsoft Suite & Operating Systems
    • Customer Relations/Support, Teamwork & Leadership Skills
