Responsibilities
Reporting to the Chief of Operations and under the supervision of Program Director Consultant Management Program the successful candidate will have overall responsibility for managing the Engineering Department’s Board Authorization processes and will be responsible for a wide range of functions associated with providing expert advice to the Chief Engineer and Senior Engineering staff to ensure compliance with established authorization policies and procedures.
Specific job responsibilities will include, but are not limited to:
- Preparing all Engineering Department Board items and writing Policy Review Memorandum of Justification (PRMJ)
- Writing Engineering Department by-law MJs and MAs and coordinating comments during agency wide review. Review for consistency, accuracy, and policy compliance. Track status and signatures of by-law documents requiring the Chief Engineer’s concurrence. Communicate feedback to client departments and guide how to best prepare and revise materials.
- Ability to meet with staff Engineers, Project Managers, Lead/Engineer Architects and understand the technical requirements or processes with skill set to transform into technical writing
- Coordinating comments and resolving issues regarding Board Items and PRMJ’s during agency wide review
- Coordinating monthly technical briefing and Board Item review meetings with the Chief Engineer and associated Engineering Department staff
- Compiling and continuously updating and maintaining Chief Engineer’s briefing folders and electronic Board binders including Board Items and all associated back up material
- Fostering and maintaining close communication interaction and coordination with Engineering Project Delivery as well as with all the department’s respective units and all levels of agency staff for all authorization related needs, questions, and approvals
- Assistance with special projects, including continuous improvement efforts, and developing agency-wide initiatives as required
- Coordinating with Engineering Divisions and Procurement in the gathering and preparation of documents for Request for Proposals.
Qualifications
Ideal candidates will present the following profile:
- Bachelor’s Degree from an accredited college or university in English, Communications, Technical Writing, Paralegal, or related professional field.
- Demonstrated knowledge of Engineering and Construction fundamentals.
- Experience responding to requests related to authorization documents.
- Effective communication of executive requests to line and staff departments.
- Minimum of two years related technical writing experience.
- Ability to reach sound conclusions and make recommendations based on analytical thinking.
- Great attention to detail.
- Excellent verbal and written communication skills
- Excellent time management skills.
- Excellent writing and grammatical skills
- Advanced proficiency with Microsoft Office 365 tools (Word, Excel, PowerPoint) and Adobe Acrobat DC.

- Demonstrated in depth knowledge of the Agency’s structure, policies, procedures, and the Board processes
- Demonstrated experience composing authorization and justification memorandums
- Excellent interpersonal skills including interacting with executive and senior management
- Ability to effectively respond to requests related to authorization documents and communicate executive requests to line and staff departments
- Demonstrated ability to work independently in a high-pressure environment, organize a demanding workload, manage, and deliver multiple deliverables within tight timeframes
