Description

Manage the PATH Transportation Analysis group to ensure compliance with the monthly work schedule. Manage the Assignment Coordinator group to ensure FRA compliance and adequate work performance.

Implement a construction project schedule that will layout all upcoming projects and will ensure alignment with the submitted budgeted man-hours.

Manage the HASTUS database (current being updated). Ensure usage of all aspects of the software. Implementing training for the Transportation Analysis group and Supervisor of Assignments.

Continuous monitoring of the PATH ridership in the field for trends. Utilizing performance metrics to manage the scheduling process for both construction schedules and passenger train schedules.

Review and evaluate passenger train schedules prior to their implementation. Oversee the job bidding process.

Responsibilities:

Manage the development of optimal Train Schedules both planned and ad hoc schedule changes, holiday schedules, construction projects, special events and service disruptions.

Manage the development and modification of service plans pertaining to train schedules.

Manage communication of schedule information to internal/external customers.

Evaluation and quality control of train schedule changes (including service plans for special events and connecting service schedules).

Ensure schedule accuracy with evaluation of customer impacts and operating impacts of specific proposals.

Perform analyses of service scenarios in support of short-term service planning efforts (i.e., operational analysis of proposed schedule changes).

Perform periodic evaluation of schedule criteria and equipment standards to recommend improved criteria and/or assignments.

Ensure all schedules promote safety and efficiency of operations.

Create presentations for executive review.

Qualifications:

Candidates must present the following qualifications to be considered eligible for this position: 

Bachelor’s Degree. Demonstrated equivalent combination of education and experience will be considered to include an additional four (4) years’ experience

Minimum of five (5) years of experience in planning, operations, customer service, mechanical, service planning and/or crew scheduling, preferably in a transportation environment

Expert knowledge of HASTUS
Knowledge of ridership demand analysis and service planning
Excellent verbal and written communications skills, including presentation skills
Strong quantitative and analytical skills
Strong organizational skills needed to manage complex databases
Ability to work well under pressure, handle multiple tasks simultaneously and prioritize workload while adhering to deadlines
Effective interpersonal communication skills with the ability to interact with all levels of management and external contacts
Proficiency with Microsoft Office suite and/or comparable system applications
Knowledge of manpower planning, payroll, statistical and budgetary constraints
