Description

The Major Capital Projects Department has overall program / construction management responsibility for the WTC site, the construction of new facilities such as 2 WTC, associated Streets and Infrastructure, Pump Station Rehabilitation, the Replacement of the current Port Authority Bus Terminal, and the construction of the two new Hudson River Tunnels

(core and shell) as part of the Gateway Project.

 

Responsibilities

Under the direction of the Director, the selected candidate will: manage safety operations of construction activities in accordance with contract requirements and best management safety practices; conduct routine site assessments to identify hazardous work practices and conditions; liaise with construction managers and contractors in developing corrective action strategies to eliminate hazardous conditions and prevent workplace incidents; participate in safety meetings, job briefings, plan reviews, progress meetings, “toolbox talks”; review contractor submitted health and safety plans, job hazard analyses, means and methods, and pre-task plans to ensure compliance with MCP Safety, Health and Environmental Program (SHEP) and regulatory conformity; participate in and document accident and incident investigations.  The selected candidate will also be responsible for the preparation of weekly performance reports utilizing web-based application and spreadsheets.  In the event of a major incident involving activation of the PA Emergency Operations Center (EOC), the candidate will provide support as required, including off hours and weekend coverage. 

 

Qualifications

  • Bachelor’s Degree in the environmental, safety and occupational health field from an accredited college or university or Certified Site Safety Manager
  • Possess a valid driver’s license.
  • Must be able to climb ladders, twist and bend, be on feet for long periods, and be exposed to various temperature extremes throughout the year.

Desired

  • Understanding of OSHA regulations for Construction and General Industry.
  • Understanding of NYC DOB and FDNY regulations pertaining to construction operations in NYC.
  • Understanding of NJ DCA regulations regarding construction in NJ.
  • Ability to research federal, state, and local regulations and database.
  • Experience in performing comprehensive and focused safety inspections on major construction projects.
  • Experience in accident causation investigations and documentation
  • Experience in the review of contractor health and safety plans, job hazard analyses, and work plans.
  • Excellent interpersonal, communication and writing skills, including experience interacting effectively with all levels of internal staff, outside agencies, tenants, union representatives and contractors.
  • Demonstrated effective project and contract management skills, including conducting inspections and audits.
  • Demonstrated statistical proficiency and statistical report generation.
  • Demonstrated proficiency in Microsoft Word, Excel and PowerPoint.
  • Demonstrated ability to manage multiple tasks simultaneously to meet tight deadlines.
  • Demonstrated experience working in high stress environments.
  • Demonstrated experience responding to and dealing with emergencies.
  • Safety certification such as NYC Site Safety Manager, CSP, CHST, OHST and/or willingness to obtain.
  • Possess a valid OSHA 30-hour card in the Construction Industry less than five-years old.
  • Possess a NYC DOB Site Safety Training ID card.
  • Field supervisory experience of construction activities.
  • Five or more years of experience working in the safety, health and environmental field.
