Description
Responsibilities:
Reporting directly to the Senior Design Executive for a given Line/Service Department project portfolio and working with the Office of the Chief Engineer as needed, the Design Program Manager assists the Senior Design Executive with directing and coordinating multi-disciplinary design teams so design/technical services progress logically, timely and within budget, assuring successful delivery and support throughout the project lifecycle. The Design Program Manager supports the Senior Design Executive in overall portfolio management, strategy, and resource planning efforts, oversees and directs a team of Project Principals who are delegated responsibilities of managing design delivery of select projects, leads project and portfolio lessons learned activities for the Design Division, and manages the successful delivery of project designs across varying project delivery methods based on programmatic needs. The Design Program Manager ensures that multi-disciplinary teams comprised of internal Port Authority Engineering Architecture Design Division staff and external consultants deliver technical designs and contract documents which are cohesive from both the programmatic and project perspective.
Responsibilities include but are not limited to the following:
- For all project delivery methods
- Manage and coordinate technical project delivery, including design scope, schedule, and budget.
- Ensure adequate allocation of technical resources, actively manage project design risks, verify overall design quality, and perform required QA/QC procedures.
- Responsible for program/project interdisciplinary coordination of technical design components and assuring the design meets project and program requirements and goals through extensive stakeholder collaboration.
- Accountable for the prevention of design and contract document problems, including conflicts, interferences, and errors/omissions. Researches and recommends solutions to resolve design and construction document problems should they exist and elevates issues when needed.
- Responsible for being transparent, timely, and accurate in communicating technical changes affecting scope, schedule, budget, and coordinating inputs to the engineering project risk register with the Engineering Project Delivery group.
- Leverage value engineering, innovation, and industry and global best practices to achieve program and project goals with the best value possible.
- Actively manages design changes to assure transparency and eliminate rework.
- Coordinates with other Design Program Managers to develop and manage an assignment rotation plan for Project Principals to develop and maintain cross-portfolio experience for staff.
- For Design Bid Build projects
- Coordinate scope of work development.
- Responsible for oversight of consultant solicitation and management, in-house design production/design audit, and development of design budgets and schedules with Project Principals and Discipline Principals.
- Provide technical support to the Senior Design Executive for consultant solicitations, proposals, selections, negotiations, and change orders, preparation of project contract book, support the bidding process in coordination with in-house subject matter experts.
- Responsible for ongoing monitoring of productivity and efficiency of the design team throughout the project lifecycle.
For Alternate Delivery projects
- Coordinate of technical aspects of the Design-Build solicitation documents, including preparation of compliant technical documents to support the development of a Basis of Design.
- Responsible for daily monitoring and oversight of the technical design team, facilitating the expedited review and audit of design submissions, shop drawings and submittals, providing timely responses to Requests for Information.
- Attend technical briefings and project update meetings with client staff, design teams, and Engineering Department executive staff.
- Ensure prescribed workflow strategies are being executed when processing submittals and Requests for Information.
Special Assignments
- The Design Program Manager will serve a critical role in a program’s overall technical success and as such may be placed on special managerial and process improvement assignments by the Chief of Design and Deputy Chief of Design, which span across various design disciplines, division, and departments. Tasks may include establishing or revising policies and procedures related to technical delivery, including but not limited to consultant management, project controls monitoring, QA/QC and performance.
Qualifications:
Candidates must present the following qualifications to be considered eligible for this position:
- Bachelor’s Degree in Engineering or Architecture from an accredited college or university
- Licensed to practice Engineering or Architecture in either New York or New Jersey
- A minimum of 10 years’ experience in progressively more responsible positions managing a multidisciplinary team in delivering the design of transportation projects.
- Ability to successfully lead project teams, progressing design/technical services logically and timely, meeting project schedule, budget, and program requirements, and proactively recognizes risks associated with multi-disciplinary design services
- Demonstrated ability to understand and navigate a complex organizational structure
- Ability to create a positive environment, set goals, provide incentives, recognize achievements, provide discipline, and escalate issues warranting support of others
- Valid driver’s license
Desired:
Ideal candidates will present the following profile:
- Licensed to practice Engineering or Architecture in both New York and New Jersey
- Proficiency in Microsoft Office, AutoCAD, Revit, PDPS, Primavera P6, SharePoint, eBuilder, SAP, WinTrak and Bluebeam Revu
- Superior oral and written communication skills, strong interpersonal skills, and experience in problem solving, negotiation and conflict resolution
- Experience managing a large full-service, multi-discipline technical project team engaged in all phases of engineering design for transportation facilities
- Strong conceptualization, problem solving and decision-making skills as evidenced from experience in planning, directing, and managing routine, large-scale, and technically challenging design services for transportation programs and projects
- Rapid adaptability to new information, continuous improvement, changing conditions, or unexpected obstacles; and track record of acting decisively and effectively under pressure
- Results oriented, with a strong customer focus
- Thorough knowledge of the Port Authority of New York and New Jersey Engineering’s delivery process including design and construction management, construction cost estimating and project budgeting and scheduling processes
- Demonstrated experience with alternative procurement strategies
- Working knowledge of applicable building codes and laws governing design in the Port Authority of New York and New Jersey region
- Experience as a supervisor overseeing the day-to-day performance of two or more direct reports
