The Human Resources Department is looking for a Benefits System Representative to join the team on a contract (temporary) basis.  In this role, the incumbent will support the entry and update of benefits election data for the agency via PeopleSoft for employees, retirees, and dependents; provide quality customer service when resolving benefits inquiries; ensuring benefits compliance for plans and contracts with third party vendors; and supporting the administration of critical programs such as, open enrollment, new hire orientation, and the retirement process.

Reporting to the Lead Benefits Analyst, the Benefits System Rep’s responsibilities include but are not limited to:

 

Technical:

  • Completing benefits election entries in PeopleSoft as part of new hires processing, retirements, open enrollments, and for qualifying life events.
  • Updating and maintaining task activity on the CRM: SalesForce e.g., new hire, retirement paperwork.
  • Run eligibility files, perform data validations, and transmit files to various vendors via secure FTP process or file upload via secure portal, per established frequency, and reconcile of add, term and error reports. Handle any other data exchange requests or processes between the agency and vendors.
  • Maintain data integrity in PeopleSoft at all times through timely and accurate processing of various benefits events including but not limited to on-demand event maintenance, promotions, transfers, miscellaneous events, etc.
  • Perform user-acceptance testing of the system for PeopleSoft Benefits updates and changes.
  • Conduct data auditing and support with ad-hoc data requests, etc.
  • Handle employee life-cycle transactions in PeopleSoft processing e.g promotions, transfers, passive events, age 26 year-end process, etc.

 Program Management:

  • Project manage and play a key role in new hire orientation process, including conducting sessions and ensuring all materials maintain current and enrollments occur on time.
  • Handle special projects, as needed.

 Customer Service:

  • Handling benefits inquiries from our active and retired population that consists of eligibility, claims processing, Medicare, and changes to dependents status.
  • Providing timely responses to emails and phone calls, generally within 48 hours for inquiries unless matter is more complex.

 Analysis and Reporting:

  • Audit, document, and catalog departmental business processes and procedures.

 Administration:

  • Make data entries on carrier’s site for enrollments, disenrollments, and any other tasks when need arises.
  • Provide support to the team, when required, with auditing of new hire and retirement paperwork to ensure timely and accurate enrollments/disenrollments.

 Qualifications:

  • Bachelor’s Degree in Human Resources or a related field or 3 years equivalent experience.
  • Minimum of 1 year experience in a fast-paced customer service environment that responded to a high volume of customer inquiries in a timely manner.
  • Experience in PeopleSoft Benefits Administration module.

 Desired: 

Ideal candidates will present the following profile:

  • Experience with self-insured and collective bargaining plans with a working knowledge of benefit plans and terminology.
  • Ability to multi-tasks and handle competing priorities.
  • Strong analytical, statistical, critical thinking and problem-solving skills.
  • Well-developed project and process management skills to support high volume transactions.
  • Strong organizational skills with attention to detail.
  • Proficient knowledge of Microsoft Office Suite skills with advanced skills in MS Excel.
  • Ability to communicate effectively and develop positive working relationships with both internal and external partners and customers.
  • Experience using a CRM and DocuSign.
