Description
Reporting to TB&T’s Manager of Business Solutions, the successful candidate will be responsible for managing a wide range of administrative functions and business processes for the Tunnels, Bridges and Terminals Department. The selected candidate will project manage Human Resources procedures on behalf of the department and support the Business Solutions Unit. Responsibilities include, but are not limited to:
- Manage all Leave of Absence, Termination, Medical Removal and Disciplinary memo requests ensuring policies, procedures and guidelines are adhered to prior to Director approval, including but not limited to, family focused plans, military leave, long-term/short-term leaves of absence, sick compression and vacation forfeiture memos and separation notices, etc.
- Coordinate monthly/quarterly performance metrics for all TB&T staffing by monitoring and reviewing staffing levels using Visier and Peoplesoft queries, liaison with unit and facility business managers on anticipated attrition due to retirements, promotions, transfers, or separations from employment.
- Manage personnel transactions including job requisitions and postings, positions adjustments and other JobVite transactions.
- Manage and coordinate departmental position authorization process via PeopleSoft position packet submissions.
- Manage and coordinate departmental signature and approval authority (PAform1944a) for PeopleSoft and SAP
- Manage and maintain Departmental Supervisor assignments in Reflektive
- Manage and maintain Department Organization charts.
- Coordinate departmental distribution of annual Service Awards.
- Take on special projects and assignments as required.
Qualifications
Candidates must present the following qualifications to be considered eligible for this position:
- Bachelor’s Degree in Business Management, Human Resources or related discipline from an accredited college or university, or a minimum of five years increasingly responsible experience managing administrative or other business processes.

- Demonstrated knowledge of PA policies and procedures for non-represented and represented staff, especially related to human resources, comptrollers, technology services, and audit procedures.
- Demonstrated ability to develop long-range objectives/strategies consistent with the agency’s/departments mission, establishing plans and priorities, organizing human resources to accomplish such objectives, and motivating others to support change.
- Demonstrated strong analytical, problem-solving skills.
- Demonstrated exceptional interpersonal, written, and oral communication skills including experience interacting effectively with staff at all levels, both within and outside the department to achieve desired outcomes.
- Demonstrated in-depth knowledge of Port Authority, HRD and Comptroller policies and procedures; union contracts; and the Board Process.
- Demonstrated strong working knowledge of PeopleSoft, especially reports and queries, familiarity with BudgetPro and AVM/SAP, plus Microsoft Office Suite, particularly Excel.
- Demonstrated ability to exercise good judgment and discretion in handling confidential information.
- Demonstrated ability to work independently, take initiative, establish plans, set priorities, multi-task, and manage time.
