Description

Reporting to Tunnels, Bridges & Terminals Manager, Business Solutions the selected candidate will provide critical support to the Director’s Office and will be responsible for overall management of TB&T’s planning, project, contract, lease, and other authorizations and re-authorizations:

  • Develop and maintain the highest quality processes for development, review, and approval of Board Items, By-Law Authorizations, and other authorization items vital to TB&T’s operating and capital priorities.
  • Apply expert-level knowledge of Agency and TB&T policies and guidelines for authorizations to advise staff efficiently and effectively on best strategies for approvals.
  • Successfully navigate other polices and guidelines that influence authorization approvals, such as the Capital Programs Oversight Committee’s gating process, the Program Management Office’s (PMO) Triple 90 Metrics, and the Agency’s funding offset policies.
  • Apply deep understanding of the Office of the Secretary’s (OSEC) priorities, needs, and how to achieve them to serve as the principal liaison between it and TB&T.
  • Understand inter-departmental dependencies, such as with Management and Budget (MBD), Procurement, Law, and Office of Business Diversity & Civil Rights (OBDCR), that impact TB&T authorizations and what is needed to reconcile concerns and issues.
  • Support TB&T executive decision-making by providing detailed briefings, including highlighting issues of concern, and developing recommendations.
  • Ensure compliance with all OSEC and department-level calendars and all deadlines therein, such as OSEC’s monthly board review process calendar and TB&T’s document development and review calendar.
  • Maintain well-organized, up to date trackers, such as OSEC’s PRMJ tracker and TB&T’s internal tracker, that provide vital status information to stakeholders during development and review cycles.
  • Serve as the principal liaison between the central office and facilities for all items that require Agency and/or department-level authorizations.
  • Develop strategic and impactful presentations and other materials in support of authorizations.
  • Serve as TB&T’s Departmental Information Security Officer (DISO) which is responsible for management and oversight of information security issues for TB&T
  • Administration of TB&T’s Port Authority Freedom of Information (FOI) requests, as well as General Counsel requests for information and documentation.
  • Understand exiting policies and requirements to ensure TB&T’s compliance.
  • Respond to and close out all requests in a complete and timely manner.
  • Maintain a central repository of records tracing the status and dispensation of requests.

Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor's degree in Public Administration, Business Administration, Public Policy, or related field from an accredited college or university or equivalent work experience.
  • Minimum of three years’ work experience in policy, business analysis, program management or administration
