Responsibilities

Reporting to the Resident Engineer and an Assistant Resident Engineer or his designee, the Civil Engineer will be responsible for the preparation of engineering studies and analysis, specifications and construction costs estimates; evaluate project scope, developing construction criteria, budgets for Construction Management services and construction schedules.

Responsibilities also include but are not limited to the following:

  • Prepare preliminary and detailed estimates, review of new construction of civil projects and designs for rehabilitation of existing structures, roadways and associated work.  Review criteria including tolerances, dimensions, shapes and sizes, and determines the properties required in materials and feasible construction methods.
  • Development of preliminary conceptual design work and planning for Capital Improvement Projects and Major Work Programs.  Provide the Client Department with design alternatives and associated costs for future planning and funding of projects.
  • Preparation of contract closeout documents consisting of reviewing drawings, technical specifications, construction costs estimates, and purchase orders to meet the requirements of the Client Department within time schedules and budgets.
  • Ensure that projects are coordinated with other disciplines, Line Department facilities and outside entities (manufacturer’s representatives, utilities consulting engineers and contractors).  Minimize disruption of normal facility operations.
  • Ensure that Port Authority facilities are designed in accordance with the most advance technology available.

Additional Note: Candidate must be able to pass a federal background check in order to obtain a TWIC card to access the marine facilities.

This position will initially be located at the Port Newark Resident Engineer’s Office in Port Newark, New Jersey, but can be relocated to any other PA Facility within the Port District, depending upon CMD workload demands. 

Qualifications:

Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor’s Degree in Civil and/or Structural Engineering
  • A minimum of three (3) years’ experience in professional engineering work with principal experience in civil construction as described below, including design and specification writing for commercial and industrial facilities.
  • Demonstrated knowledge and implementation of Construction Management Division (CMD) strategies, processes and procedures, especially in marine type rehabilitation work along with roadway and rail construction.
  • Demonstrated proficiency in the review of construction drawings and Contract documents.
  • Must possess a valid driver’s license.
  • Candidate must be able to pass a federal background check in order to obtain a TWIC card to access the marine facilities.

Desired:

Ideal candidates will present the following qualifications profile:

  • Experience in civil type construction, including roadways, paving, rail and pier work.
  • Experience should include ability to perform design calculations to verify general design criteria.
  • Proficiency in preparing contract drawings such as equipment layouts, plans, sections, details, etc.
  • Completion of an extended degree or receipt of Engineer in Training will be credited towards work experience.
  • Demonstrated experience and working knowledge on the use of new technologies for management information systems, and candidate should be knowledgeable in the use of Wintrak and Construction Management Division policies and procedures.
  • Excellent verbal and written communication skills.
  • Excellent organizational skills with the ability to work independently and prioritize as required.
  • Proficient in the use of software applications, such as Microsoft Excel, Word and PowerPoint.
  • Ability to manage, and prioritize multiple assignments with multiple disciplines.
