Responsibilities

Reporting to the Contract Services Manager, selected candidates’ responsibilities will include but not limited to below:

  • Selected candidate will assist with drafting, interpreting, and reviewing selected authorization documents (By-Law MA, MJ, PRMJ, Board Items); and assist the Contract Services Manager with PATH’s Records Management Program functions.
  • Selected candidate will oversee work of the Contract Services intern(s), as applicable, and serves as the primary point of contact in the absence of the Contract Services Manager.
  • Selected candidate will be responsible for developing new and replacement contract provisions while working closely with ODEI to continue PATH’s successful MWBE Program and is responsible for handling contract options and/or extensions for each calendar year.
  • This position also assists with the administration and financial aspects of approximately 100 contracts, providing support to PATH staff in their daily contract administration responsibilities, interpreting contract terms and conditions, assisting with developing divisional budgets: and assisting PA Audit staff with audit reviews.

 

Qualifications

  • Bachelor’s Degree from an Accredited Institution in Business Management, Public Administration, or related field.
  • A minimum of 5 years of progressively more responsible broad experience in contract administration.

The ideal candidate will present the following:

  • Demonstrated problem solving and analytical skills.
  • Demonstrated understanding of project dynamics, project management skills, and a desire to work on developing a variety of professional, technical and services contracts.
  • Demonstrated experience in contract development (parts I-V, Request for Proposal scopes of work, staff and price estimating, scheduling, and evaluation), setting priorities, and managing the contracting process of various sizes and complexities to ensure 100% on time awards.
  • Demonstrated experience with the Port Authority’s authorization mechanism process.
  • Demonstrated experience with Contract budgeting including accruals and reporting.
  • Demonstrated experience with the Port Authority’s MWBE initiative and an understanding of the MWBE requirements for contract awards.
  • Working knowledge and experience using AVM/SAP, B2G, Risk Hub, Outlook365 Applications (Access, Excel, PowerPoint; SharePoint), and Hewlett Packard Records Management (HPRM) System. Familiarity with the Vendor Input Management (VIM) System a plus.
  • Team player with the ability to lead groups and influence others interacting with diverse departmental, internal, and outside agencies' staffs, contractors, and vendors to achieve department goals.
  • Strong organizational and supervisory skills.
  • Excellent written and oral communication skills.

The Port Authority Trans Hudson Corporation (PATH), an FRA-regulated commuter railroad, is the primary transit link between Manhattan and New Jersey communities and suburban commuter railroads. Carrying over 75 million passengers per year, PATH trains run 24 hours a day, seven days a week, one of the few 24-hour systems in the world. Since the early 20th Century, PATH and its predecessor, the Hudson & Manhattan Railroad, have carried passengers between New Jersey and points in Midtown and Lower Manhattan, serving as a key link in the region's transportation network and as a catalyst for continued residential, commercial and employment growth.

PATH operates 24 hours per day/7 days per week/365 days per year. Employees are required to work weekends, holidays, atypical hours (evening and midnight shifts) and during inclement weather conditions. Incumbents may be subjected to mandatory overtime at the beginning or end of their scheduled tour, or on their days off. A union seniority system dictates work schedules for jobs represented by one of PATH’s unions, and time off may not be immediately available during the usual summer and holiday periods. Working conditions will be challenging, including but not limited to inclement weather, direct contact with the public, in tunnel and outside areas during active train service, and an industrial environment. Commitment to attendance is expected and required.
