Project Management Office Mission

The Project Management Office (PMO) is responsible for the development and oversight of the agency’s $37 billion Capital Plan, providing recommendations and guidance on the successful planning, development, and delivery of projects, facilitating training and development on industry-leading methodologies and practices, and working with Engineering and the line departments to promote innovative and current project management techniques and methodologies to ensure effective project delivery performance.

Responsibilities

Reporting to the Director of PMO, the selected candidate is expected to maintain and improve PMO’s agility and services in support of the development, management, delivery, and reporting of the Agency’s Capital Plan.

This position will be responsible for the overall management and oversight of the PMO's day-to-day operation, as well as the supervision of the Capital Planning, Project Controls, Project Management Systems, Contract and Office Management, and Delivery Processes, Procedures, and Improvement functions.  This includes the direct supervision of approximately six (6) permanent staff, as well as oversight of all PMO permanent and consultant staff.

You will be responsible and oversee the following key PMO functions:

  • Capital Planning

Collaborate with line and staff departments in support of implementing the Agency’s Capital Plan.  The tasks include annual budget, project onboarding and gating, as well as portfolio analysis.

  • Project Controls

Establish project cost and schedule baselines, forecast and report on delivery performance.  Support line department staff and provide intelligence on individual projects.  Assist Capital Planning and other PMO core functions.

  • Project Management Systems

Maintain, improve, develop, and deploy computerized systems that support all Agency Capital Plan needs with the focus on data standardization and integrity.

  • Contract and Office Management

Manage the PMO's "Call-In" Consultant Agreement Program in support of Agency project delivery needs.  Create department annual budget, monitor and report department spending and other administrative status.

  • Delivery Process, Procedures, and Improvement

Maintain, update, and develop the Agency’s project management and delivery best practice policies, standards, processes, and procedures.  Assist in identifying and implementing improvement initiatives.  Oversee risk assessments, lessons learned exercises, and training throughout the Agency.

Qualifications

Candidates must have in-depth knowledge of capital planning, project management and/or project control best practices, and present the following qualifications to be considered eligible for this assignment:

  • Bachelor’s Degree in Engineering, Architecture, Finance, or equivalent from an accredited college or university.
  • A minimum of 10 years of project management experience within the Port Authority or other organizations. Experience should include work on project controls and/or management of projects of varying sizes and complexities.

  • Excellent organizational and communication (oral, written, and graphic) skills with the ability to present financial and technical information to senior management and stakeholders.
  • Demonstrated superior analytical, problem solving, decision-making, conflict resolution and interpersonal skills.
  • Thorough knowledge of capital budgeting, project management processes and procedures.
  • Clear understanding of how to deliver results in a matrix organization with extensive experience in managing and influencing diverse work groups, project teams and internal stakeholders.
  • Recognized leadership qualities in the guidance of team efforts to deliver the project objectives.
  • Working knowledge of Microsoft Word, Excel, and PowerPoint.
  • Thorough knowledge of the Port Authority policies and procedures related to capital planning and/or project development and delivery.
  • Master’s Degree in Engineering, Architecture, Finance, or equivalent from an accredited college or university.
  • Project Management Certification (PMP) from Project Management Institute, or other relevant professional licensure such as registered architect or professional engineer.
  • Proficiency with the Port Authority project-related systems such as the Integrated Capital Management System (ICMS), Primavera, the Project Delivery Proposal System (PDPS), and WinTrak (Contract Management System).
