The Operations Services Department is seeking to fill an Automotive Data Analyst position in the Central Automotive Division at PATC.  Work hours will be from 8 am to 4 pm, at the primary work location with field work to PA facilities and travel to vendor plants required. 

RESPONSIBILITIES:

Under the supervision of the Supervisor, Automotive Engineers, the selected candidate will be responsible for preparing procurement documents for the Authority’s Fleet of specialized automotive equipment and other units such as emergency generators and pumps powered by internal combustion engines.

The selected individual works extensively with the Supervisor, Automotive Engineers, CAD Manager, shop supervisors and other Automotive Engineers in all aspects of acquiring new fleet vehicles, including research, meeting with end users, preparing competitive bid, RFI and RFP documents, analyzing bids and recommending purchase, meeting with vendors in pre-production meetings, factory and acceptance inspections, processing licensing documents approving vendor payments, and other responsibilities associated with the vehicles or equipment. The selected individual shall also be responsible for continuous improvement in process knowledge of current technology to improve production time in office.

The selected candidate shall be responsible for data collection, analyzing and assessing data, creating detailed reports on numerous fields of raw data, including the Authority’s Fleet and new technology, and management of fleet information in asset database. Working knowledge of Word Processing, Spreadsheet and Database, and network communications is an essential job duty. Responsibilities pertaining to fleet technical specification data collection and management will include the following.

  • Create and manage vehicle technical specification “tech spec” entries for all new unique year, make, model, trim, fuel type equipment combinations in Agency fleet.
  • Populate existing tech specs with additional datapoints by conducting equipment research, site visits and reviewing purchase records. If necessary, revise existing information for consistency.
  • Develop system for categorizing equipment attachment specifications for plows, spreaders, winches, lifts, etc. and apply specs to new and existing units.
  • Ensure supporting documents (registration, title, certificate of origin, engineering spec documents, etc.) from upfitting process are uploaded to Fleet Information Management System (FIMS).
  • Assign equipment to preset maintenance schedules based on OEM recommendations. Creating schedules in Fleet Management Database and standardizing maintenance tech specs

Some projects may require night or weekend work.

QUALIFICATIONS

Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor’s Degree in Automotive, Mechanical, Industrial or similar Engineering, or approved discipline.
  • One (1) to three (3) years’ experience with duties related to fleet engineering, maintenance or automotive design.
  • Demonstrated ability to complete assigned projects with a minimum of supervision.
  • Strong customer service skills.
  • Strong interpersonal skills and the ability to deal effectively with a wide range of managerial staff both within and outside the department.
  • Must be able to work well under pressure, be flexible, adapt to shifting priorities and possess strong analytical skills.
  • Excellent verbal and written communications skills including technical writing.
  • Skills in the use of Microsoft Word, Excel, Outlook, Access, Power BI.
  • Valid Class D (NJ Basic or equal) Driver’s License with a demonstrated safe driving history.
  • Pass the required background checks and qualify for access to Secure Areas.

DESIRES

  • Advanced degree (MS or MA) in Engineering or Management
  • Experience in Project Management and/or Contract Administration
  • Familiarity with Port Authority Contract Administration duties and responsibilities.
  • Familiarity with DOT, NY & NJ Motor Vehicle regulations including size and weight limitations and Federal Motor Vehicle Safety Standards
  • Membership in Professional Societies such as NFPA, ASME, SAE or other organizations involved in standards setting
  • Demonstrated ability to establish working relationships with staff from all Port Authority Departments, from all levels of management including Executive Staff, contractors and outside vendors.
  • Demonstrated knowledge of the Authority’s procurement process, Memorandum of Agreement with affiliated staff Unions, PAI’s and Port Authority Rules and Regulations.
  • Demonstrated computer skills in MS Office.
  • Experience with technology upgrades.
