TITLE: Project Manager, TCAP LGA (Sr. Airport Engineer)
DEPARTMENT: Aviation
DIVISION: Physical Plant and Redevelopment
LOCATION: LaGuardia Airport (LGA)
Requirements:
Successful candidates must be able to pass a fingerprint-based Criminal History Records Check as mandated by 49 CFR 1542 and will be required to obtain and maintain an airport Security Identification Display Area (SIDA) credential with airfield Non-Movement Area Driving Privileges. SIDA access and airfield driving privileges require SIDA training.
Responsibilities
Reporting to the Manager, Airport Facility Projects, the selected candidate will be responsible for:
- Ensure that all leasehold modifications as submitted by airport tenants are performed consistent with the established Tenant Construction and Alteration Process (TCAP) and Tenant Construction Review Manual (TCRM)
- Serve as the Tenant Liaison Office lead on the administration of TCAP submittals associated with the Delta Terminal C Redevelopment Program
- Maintain integrity of Tenant Construction and Alteration Process (TCAP) and delivery projects within the metrics setup by the Central TCAP office
- Track all pertinent information regarding Tenant Alteration Application (TAA) and Minor Work Application (MWA) projects including but not limited to, chairing project kickoff meeting with Tenant and their Architect / Engineer of Record, facilitating meeting between Quality Assurance Design (QAD) Standards Unit and Tenant A/EOR to resolve Rider comments, follow up both internal and externally with appropriate parties to assure that next step items are meeting deadlines
- Work closely with LGA Resident Engineer’s Office (REO) staff to ensure that TAA submittals receive Final Permit of Occupancy or Use on behalf of the Facility Manager
- The selected candidate is the liaison with tenants and other stakeholders conducting business at the Facility
- The selected candidate shall collaborate with LGA Redevelopment Program Management staff, as well as representatives from Port Authority Engineering, Quality Assurance, design and construction, Facility Operations and Maintenance to facilitate timely review of the submissions and implement tenant applications
- Supervise the TAA close out process through elimination of outstanding technical comments, participation in field inspections, and providing regular updates to the project platform
Qualifications
Candidates must present the following qualifications to be considered eligible for this position:
- Bachelor’s degree in Engineering, Architecture or Construction Management or related
- A minimum of five (5) years’ hands on experience in project management, design, inspection and/or construction
- Demonstrated ability to manage multiple projects concurrently utilizing limited available resources to achieve complex goals
- Demonstrated knowledge of NYC Building Code requirements, construction standards, and other applicable Engineering Design codes
- Must possess a valid driver’s license
Desired
Ideal candidates will present the following profile:
- Experience in construction management or engineering project management
- Experience with PA Tenant Construction Review Manual (TCRM) and Tenant Construction and Alteration Process (TCAP) Manual
- Experience with Microsoft Word, Excel, Adobe Acrobat, e-Builder and project management software
- Experience in aviation and/or facilities design and operations
- Experience and/or education across several disciplines such as airport planning, airport operations, transportation planning, project management and properties
- Demonstrated knowledge of contract administration and the principles, methods and tools for developing, scheduling, coordinating and managing projects and resources
- Strong oral and written communication skills necessary to skills to interact with both PA and private sector engineers, airport maintenance staff, operations personnel and other stakeholders affected by work
