Major Capital Projects has overall responsibility for the design and construction delivery of the reconstructed Port Authority Bus Terminal (PABT), Port Authority Trans-Hudson (PATH) Extension to Newark Airport (EWR), World Trade Center (WTC) site as well as the Cross Harbor Freight Program, and management of World Trade Center Department contracts and other projects assigned to it. 


  • Review contractor and consultant contract documents and invoices to support the program, including rates, salaries, and other out-of-pocket expenditures for materials and travel to ensure compliance with complex contractual terms and conditions.
  • Coordinate the department’s reporting of utilization of minority, women and disadvantaged business enterprises.
  • Track invoices submitted by consultants and contractors performing services for the program and projects. 
  • Prepare and coordinate monthly accruals for miscellaneous consultants/ contractors.
  • Process purchase requisitions and other ad hoc reporting and financial tasks.
  • Monitor actual expenditures against project budgets and authorizations.
  • Prepare and update diverse spreadsheets required for financial accounting, analyses, reporting, budgeting, and other financial control activities.

Candidates must present the following qualifications to be considered eligible for this position:
  • Bachelor’s Degree in Accounting, Business, Finance, Economics or related field from an accredited college or university. Three (3) years of experience in accounting, finance, analytics, budgeting, or related field can be substituted for a degree.
  • High level of proficiency in MS Excel.
  • Experience with SAP highly desirable.
  • Knowledge of accounting and financial systems.
