RESPONSIBILITIES

Under the direction of the Manager, Landside Operations and Customer Service, the selected candidate(s) will be responsible for managing contracts and business relationships that provide ground transportation and customer service operations at Newark Liberty International Airport (EWR).  These positions work closely and collaboratively with Airport Operations Field Supervisors, airlines, terminal operators, tenants, federal and state agencies, and various Port Authority Units at all levels to meet and exceed airport requirements for customer needs and services. Responsibilities include, but are not limited to:

 

Supervisor, Busing Operations & Homeless Outreach

  • Managing the on-airport bus operation, including the administration of the busing contract, developing operating plans for emergency bus service and contingency busing for AirTrain disruptions and passenger service improvements, ensuring bus and EV chargers are operational, and leveraging bus data and seeking best practices to optimize the operation;
  • Monitoring of airport employee busing operations and facilitating monthly employee shuttle stakeholder meetings;
  • Administering and overseeing the Homeless Outreach Program and associated service contract which provides referral services to homeless individuals at EWR; lead monthly airport stakeholder meetings to discuss the homeless population on airport and develop mitigation strategies
  • Coordinating film, photo shoot, and airport tour requests. Representing Landside in the implementation of Airport Special Events (e.g., Seeing Eye Puppy Tour, Airport Day, Runway 5K, etc.)

 

Supervisor, Ground Transportation Providers & Wayfinding Program

  • Managing the Taxi Operations Program, including the administration of the taxi dispatching service contract and serving as the liaison with Taxi Commission city officials from Elizabeth and Newark, Taxi Driver Associations, and airline station managers on all matters related to the taxi operation (credit card provider and equipment, cash exchanges at Taxi Stack, taxi vouchers, customer service, taxi facilities); overseeing and managing the computerized taxi dispatching system
  • Managing the Airport Signage and Wayfinding Program (excludes traffic/roadways) to ensure terminal, AirTrain station, parking lots, and other facility signage (wayfinding, information, regulatory, marketing, construction) are compliant with PA and industry standards and communicates clear, appropriate information to the traveling public; identifying wayfinding solutions to facilitate travel throughout the airport; developing and implementing a signage inventory system to optimize the tracking of airport signage
  • Actively engaging with and serving as the TNCs, Rental Cars, and airport privilege permittees (Shared Rides and hotel shuttles) liaison to ensure proactive management of terminal frontage space, the Ride Share lot and mitigation of operational issues as necessary
  • Administering airport amenity contracts including the uniform, taxi and Ride Share lot restroom trailer, and portable toilet agreements

 

Contract administration and Landside responsibilities that are applicable to both roles, include but are not limited to:

  • Planning, budgeting, and tracking current/future contractor staffing levels to ensure a high level of customer service is provided
  • Ensuring all invoice processing is completed within prescribed deadlines and contract expenditures are within budget and authorization limits
  • Preparing monthly budget variance reports including necessary accruals
  • Monitoring contractor operational data and related reports
  • Assisting in the development of various contractual requirements and participating in the contractor selection process
  • Supporting and implementing Customer Experience initiatives and projects
  • Participating in the airports Emergency Operations Center to maintain essential communications and facilitate return to normal operations during severe weather or other unplanned incidents that disrupt the operation (this may require off hour and weekend schedules on an infrequent basis)
  • Other landside/customer experience duties as assigned due to operational necessity.

 

QUALIFICATIONS:

  • Applicants must meet all performance and attendance standards and have completed all probationary periods
  • Bachelors Degree from an accredited college or university OR a minimum of 5 years’ experience in complex operations, transportation, business, or management environment
  • Experience administering and managing service contracts, landside, and/or transportation logistics
  • Knowledge of policies and procedures related to procurement, budgeting, and contract development and administration
  • Competency with Microsoft Office Word, Excel, and PowerPoint computer applications where you have created and manipulated data, reports, and presentations
  • Ability to report immediately to airport emergencies, inclusive of inclement weather or other irregular operations, 24 hours per day, seven days per week, including weekends and holidays as a normal function of the job
  • Must be able to pass a fingerprint-based, Criminal History Records Check (CHRC), mandated by 49 CFR Part 1542, and will be required to qualify for and maintain an airport Security Identification Display Area (SIDA) credential with Airfield Non-Movement Area Driving and Escort Privileges.
  • Must possess and maintain a valid driver’s license

 

 

 

DESIRED:

  • Bachelor’s Degree in Aviation Management, Transportation, Project Management, Engineering or Supply Logistics from an accredited college or university
  • Working knowledge of Aviation facilities and/or facility operations, particularly landside operations
  • Experience overseeing a diverse workforce, such as unionized staff or service contractors
  • Experience developing wayfinding systems and signage solutions
  • Experience in a transportation operations environment or transportation industry
  • Demonstrated written and oral communication skills with the ability to interact effectively with diverse groups, such as Port Authority and external senior management, tenants, contractors, vendors, and government, community, and industry officials
  • Ability to work independently, to prioritize concurrent assignments and to manage time effectively
