Responsibilities

The CSO Port Authority Trans Hudson Corporation (PATH) Principal Security Coordinator, reporting to the CSO Manager of PATH Security, provides support to all departmental efforts in the planning and execution of strategic security related initiatives in order to comply with federal and state requirements, track security performance. The Principal Security Coordinator is responsible for creating, updating and testing security policies, procedures, standards and guidelines.  The Principal Security Coordinator is responsible for administering the PATH Security Grant and Capital Security Project programs as well as the management of security technology service contracts and coordination with internal and external stakeholders to ensure that PATH’s security technology is identified, upgraded as appropriate, maintained and in good working order at all facilities including: Journal Square Transportation Center, PATH stations including the World Trade Center, Harrison Car Maintenance Facility and Consolidated Yard. This includes assisting in the selection and the deployment of physical security solutions, and identifying and evaluating performance metrics.

The Principal Security Coordinator must also assist management in resolving security project related issues, participating in and leading security assessments and studies, and providing general support on all aspects of facility security management, including enforcement of policies, procedures, standards and guidelines.  The Principal Security Coordinator will assist the CSO Manager of PATH Security with all aspects of the departmental budget.

Responsibilities include, but are not limited to:

  • Identify and evaluate performance metrics related to access control, CCTV and intrusion systems, as well as security operations performance.
  • Manage and improve upon the security technology at PATH’S 24/7 SOC and respond to, analyze and resolve access control, CCTV, intrusion system, alarm and security server problems as well as conducting a full scope security system technology health check and maintenance program.
  • Manage and administer departmental service contracts including payment processing, cost control, dispute resolution, preparation of RFP’s and PA Board Items.
  • Assist in managing PATH’s Capital Security Program including attending meetings, reviewing and commenting on construction plans and attending final testing for security projects.
  • Assist the CSO Manager of PATH Security with resolving security project related issues and security assessments and studies.
  • Coordinate with Security Project Management, Office of Emergency Management and the facilities to support the delivery of the Capital Security Program.
  • Assist with developing and implementing the PATH INFOSEC program and other security related training.
  • Coordinate with facilities and operation staff to resolve routine and evolving security and safety issues at PATH facilities and assets.
  • Communicate and coordinate with operations staff, facility security, PAPD, and external stakeholders to advise them of any known security issues or risks.
  • Examine, study, and follow security industry standards and best practices for security considerations and guidance to provide to the CSO Manager of PATH Security.
  • Assist in managing the departmental budget and ordering services and supplies.
  • Monitor legislative and regulatory activity that may have an impact on PATH facility security.
  • Liaise with PA, federal, state and local agencies on security operations and technology matters of mutual concern.
  • As directed, brief matters in the arena of security operations and technology to internal and external management utilizing presentation media such as PowerPoint.

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

Ten (10) years of documented progressively responsible experience in security operations, security technology, physical security and project and program management. 

In depth experience and knowledge in technology security project management to include: principles, methods, and tools for developing, budgeting, scheduling, coordinating and managing initiatives and resources.

Demonstrated high level of experience in security technology project management and the administration of security technology maintenance contracts.

Demonstrated experience in budget administration.

In depth knowledge of physical security countermeasures and security technology systems.

Demonstrated ability to manage, operate, and troubleshoot access control, alarm, sensor and CCTV systems.

Experience in collecting, analyzing, evaluating and reporting security information and data in a clear concise fashion.

In-depth understanding of security industry best practices, policies and procedures in a transportation environment.

Experience in the administration of the security grant process.

Solid written, oral and interpersonal skills to interact with staff at all levels, supporting departments, consultants and outside agencies.

Proven ability to identify problems, assess the accuracy and relevance of information, use sound judgment to generate and evaluate alternatives, develop consensus, and make recommendations.
